Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective of this project is to provide architectural and engineering (A/E) services for the design of temporary boiler connections and associated construction period services for Project No. 552-26-101 at the VA Medical Center in Dayton, OH. The existing boilers are nearing the end of their operational life, necessitating provisions for a temporary boiler.

• Design flanged and valved stub-outs on an exterior wall of Building 147 for a temporary boiler connection to the existing steam supply.

• Include design provisions for all necessary connections: gas, fuel oil, boiler feed water, condensate return water, electrical power, and controls.

• Design the replacement of the existing steam header in the boiler plant.

• Incorporate cameras for monitoring the temporary boiler and associated systems, including wiring and programming.

• Modify the control room exterior exit to include a vestibule for line-of-sight viewing of the temporary boiler.

• Design driveway repair and protective bollards/barricades to prevent damage to the temporary boiler installation.

• Design the hook-up and commissioning of a temporary boiler (provided by the contractor) to ensure full integration with existing plant operations.

• Consider Physical Security and Resiliency Design Manual (PSRDM) requirements, including lighting, fencing, vehicle impact protection, and additional cameras.

• Conduct an evaluation of existing conditions, including testing for and remediation of asbestos-containing material (ACM) or lead.

• Perform site analysis, programming, and design charrettes as needed.

• Address all associated life/safety modifications and modifications to building systems and utilities.

• Provide recommendations and cost estimates at each submission phase.

• Implement value-engineering to meet budget requirements.

• Include commissioning during the design and construction periods.

• Provide investigative work, including code analysis, civil, structural, electrical, and mechanical investigations, and prepare measured drawings and digital photos of existing systems.

• Update all AutoCAD drawings to reflect as-built conditions.

• The project is located at the VA Medical Center, Dayton, OH 45428.

• The A/E shall complete 100% Construction Documents within 135 days after Notice to Proceed (NTP).

• Specific submission deadlines are outlined for 25%, 50%, and 100% design reviews, followed by Construction Documents for Bid and Construction.

• Design must consider PSRDM minimum requirements.

  5. Local geographic area presence and knowledge.
  6. Experience in construction period services.
  7. Commitment to utilizing small businesses (SDVOSB, VOSB, etc.) as subcontractors.
