Purpose & Scope of Work

This includes digital communication training, simulation training, and acting as observer/controller (OC) for training events. Support will be provided for various Army courses (CCC, BOLC, ALC, SLC) at USACBRNS, USAES, USAMPS, operational units at Fort Leonard Wood, and regional National Guard/Reserve units. Services involve digital MCS instruction, training support for MCS application software (Common Operating Picture), database management for simulation systems, and providing Subject Matter Expertise (SME) in the six Warfighting Functions.

Evaluation & Submission

- Evaluation Factors: Technical Approach (most important), Staffing Approach, Price, and Past Performance. A minimum "Acceptable" rating is required for Technical and Staffing Approaches.
- Past Performance: Will be evaluated using CPARS data; separate past performance volumes or questionnaires will not be accepted.
- Staffing: The stated minimum of five (5) FTEs is for estimation only; the government will not dictate staffing levels, and resumes will not be accepted.
- Clearances: Contractor personnel must have a favorable T1 clearance eligibility; no Secret or higher clearances are anticipated.
- Special Requirements: Site Lead requires specific experience (2 years simulation, 2 years Battalion staff, 5 years leadership, relevant course graduate). Contractor must develop a Quality Control Plan (QCP) and comply with NIST SP 800-171 for CUI.
