Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
This Special Notice provides significant updates and clarifications for the Precision Grenadier System (PGS) program, managed by the Department of the Army. The PGS aims to develop an integrated armament system (weapon, fire control, and ammunition) for close-quarters combat, counter-defilade, and C-UAS capabilities. The Government intends to award up to two competitive Other Transaction Agreements (OTAs) for prototype development, with a limit of two proposals per prime contractor. The latest update is February 12, 2026.
Opportunity Details
The PGS is envisioned as a Soldier portable, shoulder-fired, semi-automatic, magazine-fed system. It will provide overmatch against threat grenade launchers in various operating environments. The system requires a family of ammunition (C-sUAS, Counter Defilade, Training Practice, Close Quarters Battle) and an integrated fire control system. The Government clarified that the system should be fully integrated, and contractors are responsible for developing in-house ballistic solutions, as Government Ballistic Solver (GBS) requirements are alleviated. Counter-UAS capability is a key requirement, with further details to be incorporated into the final Prototype Project Opportunity Notice (PPON). References to XM157 were for lessons learned, not prescriptive design.
Contract & Acquisition Strategy
The acquisition strategy involves up to two competitive fixed-amount OTAs, with an estimated period of performance of up to four years. Iterative prototyping efforts could be up to $25M and three years. Successful prototyping may lead to follow-on FAR-based contracts or OTAs without further competition. A key update limits each prime offeror to submitting a maximum of two proposals. No Government Furnished Equipment (GFE) is planned until after award.
Eligibility & Access to Information
Offerors must meet specific conditions for OTA eligibility, such as significant participation by a nontraditional defense contractor or small business, or at least one-third non-Federal funding. To access Controlled Unclassified Information (CUI), including the draft PGS Operational Mode Summary/Mission Profile (OMS/MP), latest Threshold Requirements, Characteristics, CUI slides, and Technical Data Packages (TDPs), interested parties must submit a DD2345 Military Critical Technical Data Agreement and AMSTA-AR Form 1350 Technical Data Request Questionnaire, and sign a Non-Disclosure Agreement (NDA). Specific LFU optical requirements and associated vendors are also available.
Evaluation Factors
As outlined in the DRAFT PPON, proposals will be evaluated based on (in order of importance): Concept Feasibility, Proposed Threshold Requirements, Special License Agreements, Integrated Master Schedule, and Price.
Important Dates & Contacts
The DRAFT PPON indicates placeholder dates for its issue and proposal submission in XX Month 2026. The latest updates were provided on February 12, 2026. Points of Contact: Renee Papadopoulos (renee.a.papadopoulos.civ@army.mil) and Lee Luu (lee.n.luu.civ@army.mil).
