Quick Summary

The Department of the Army has issued a Special Notice providing updates and information for the upcoming Prototype Project Opportunity Notice (PPON) for the Precision Grenadier System (PGS). The PGS is envisioned as a soldier-portable, shoulder-fired, semi-automatic, magazine-fed integrated armament system (weapon, fire control, and ammunition) designed for rapid, precision engagements, close-quarters combat, counter-defilade, and Counter-small Unmanned Aerial Systems (C-sUAS) capabilities. The government intends to award up to two competitive fixed-amount Other Transaction Agreements (OTAs) for prototype development, with potential for follow-on production. The PPON release is anticipated in Q2 FY (February-April timeframe).

Opportunity Details

The PGS aims to provide overmatch against threat grenade launchers in various operating environments. Key requirements include a family of ammunition (C-sUAS, Counter Defilade, Training Practice, Close Quarters Battle), an integrated fire control system, and extensive testing. The government has clarified that contractors will have flexibility in fire control design, with the Government Ballistic Solver (GBS) requirement being alleviated. Technical Data Packages (TDPs) can be submitted in 2D or 3D formats, with PDFs for universal viewing. Ammunition quantities for government testing have been updated.

Contract & Eligibility

  • Contract Type: Up to two competitive fixed-amount Other Transaction Agreements (OTAs).
  • Duration: Estimated up to four years per OTA for prototyping.
  • Set-Aside/Eligibility: Offerors must meet specific conditions for OTA eligibility, including significant participation by nontraditional defense contractors or nonprofit research institutions, or all significant participants being small businesses or nontraditional defense contractors, or at least one-third of the project cost paid from non-Federal sources, or exceptional circumstances. Offerors must have a DUNS number and be registered in SAM.
  • Proposal Limit: Offerors are limited to submitting a maximum of two proposals as a prime contractor.
  • Follow-on: Successful prototyping may lead to follow-on FAR-based contracts or OTA awards without further competition.

Key Information & Access

Numerous documents, including the draft PPON, Technical Data Packages (TDPs), Operational Mode Summary/Mission Profile (OMS/MP), Intra-Soldier Wireless (ISW) ICD, and XM-157 ICD, are available upon request. Access to Controlled Unclassified Information (CUI) and militarily critical technical data requires an approved DD Form 2345 and AMSTA-AR Form 1350, along with a signed Non-Disclosure and Non-Use Agreement (NDA). Requests for these documents should be directed to Renee Papadopoulos.
