Original Opportunity Purpose
This Call for Solutions (Product Service Code DA10) originally sought innovative, commercially available AI-enabled software development coding tools and platforms to be deployed at an enterprise scale across the Department of War (DoW). The objective was to equip DoW software developers with capabilities matching or exceeding commercial sector standards, enabling faster and higher-quality software delivery for national defense missions. Solutions were expected to support IDE-based coding assistance and/or CLI-based agentic coding.
Key requirements included deployment in DoW Impact Level 5 (IL5) environments, capability to achieve FedRAMP High authorization and DISA IL5 Provisional Authorization (PA), enterprise deployment at scale for tens of thousands of users, and commercial maturity. The Government intended to award Firm-Fixed-Price (FFP) contracts under FAR Part 12 or Other Transactions (OT) for Prototype Projects.
