Quick Summary

The Department of the Air Force is soliciting quotes for the removal of existing and installation of new stand-alone network camera security systems at Joint Base San Antonio (JBSA) Lackland, TX. This requirement is a 100% total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Quotes are due by April 30, 2026, at 1:00 p.m. CDT.

Scope of Work

This combined synopsis/solicitation (RFQ) requires contractors to remove 219 existing cameras and install 222 new high-definition network security cameras across six buildings (10251, 10253, 10255, 10261, 10263, and 10265) at JBSA Lackland. The project includes installing additional cameras where none exist, replacing three workstations and eight 43-inch LED monitors, and installing four Network Video Recorders (NVRs) in Bldg. 10253/Rm 113. Infrastructure work involves installing new CAT6 lines and converting camera connections to Power over Ethernet (PoE). The contractor must also provide training for system use, backup, and camera operation.

Technical Requirements

The new system must be stand-alone, not connected to the Air Force network, and not handle classified or sensitive data. Cameras must provide clear visibility in low/no light, with outdoor cameras protected by all-weather shells. NVRs must record 24/7/365 and store feeds for at least 30 days, with external storage capability. Detailed salient characteristics are provided for NVRs (e.g., 64 TB storage), workstations, and indoor/outdoor dome cameras (e.g., 4K, 7K/30MP resolution). All cabling must meet commercial industry and Telecommunications Systems Cabling Standards (13A, UFC 3-580-1).
