Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for removing existing camera security systems and installing new, stand-alone network security camera systems in multiple buildings at Joint Base San Antonio (JBSA) Lackland, TX.

• System Replacement: Replace 219 existing cameras with 222 new "High-Definition Transport Video" cameras across buildings 10251, 10253, 10255, 10261, 10263, and 10265.

• New Installations: Install additional cameras where none currently exist.

• Workstations & Monitors: Replace three workstations and eight 43-inch LED monitors in Bldg. 10253/Rm 113. Existing TVs and workstations are to be turned over to the Government.

• Network Video Recorders (NVRs): Install four NVRs in Bldg. 10253/Rm 113.

• Infrastructure: Install new CAT6 lines and convert camera connections to Power over Ethernet (PoE).

• Training: Provide training and instructions for system use, backup, and camera operation.

• Cameras must be capable of clear visibility in low/no light conditions.

• Outside cameras must be protected by all-weather shells.

• NVRs must record 24/7/365 and store feeds for at least 30 days, with capability for external storage.

• The system must be stand-alone and not touch the Air Force network.

• No classified or sensitive data should be used with the system.

• No unmarked cables are permitted.

• Location: Joint Base San Antonio (JBSA) Lackland, TX, specifically Buildings 10251, 10253, 10255, 10261, 10263, and 10265.

• Work Hours: Monday through Friday, 7:30 a.m. to 4:30 p.m. CDT, excluding Federal holidays. Work may be permitted on Federal holidays or weekends at no additional cost if approved by the Contracting Officer.

• Cabling Standards: Projects must meet commercial industry and Telecommunications Systems Cabling Standards, referencing 13A Standards and UFC 3-580-1.

• Site Maintenance: Maintain neat, clean, and safe work areas; remove all trash and debris.

• Energy Conservation: Adhere to prevailing energy conservation practices.

• Contract Management: All changes require modification by the Contracting Officer.

• Records Management: Manage data according to AF Records Management procedures.

• Testing: Conduct system demonstrations for Government observation.

• Inspection & Acceptance: Final inspection by Mr. Timothy Donelson (37 TRSS).

• Warranty: Provide manufacturer and standard commercial warranties, contact information, and operational manuals.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quote - RFQ) for commercial items to procure the installation of new stand-alone network security camera systems in six buildings (10251, 10253, 10255, 10261, 10263, and 10265) located at Joint Base San Antonio (JBSA) Lackland, TX. The government is procuring these services to upgrade existing security camera systems.

• Installation of new stand-alone network security camera systems.

• Removal of existing camera security systems.

• Performance will be in accordance with the Statement of Work (SOW) dated 26 January 2026 (Attachment 1).

• Offerors must hold NAICS Code 561621 and meet the $25M size standard.

• Registration in the System for Award Management (SAM) is mandatory for award.

• A site visit is scheduled for Tuesday, 7 April 2026, at 10:00 a.m. CDT. Attendance is highly encouraged.

• Offerors must contact Parie Reynolds to obtain installation access passes for the site visit by 24 March 2026.

• Funds are not currently available for this requirement; no award will be made until funds are available.
