Quick Summary
The Department of the Air Force, 502 CONS CL, is soliciting quotes for Camera Security Systems at Joint Base San Antonio (JBSA) Lackland, TX. This opportunity, designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside, requires the removal of existing camera systems and the installation of new, stand-alone network security camera systems across six buildings. Quotes are due June 2, 2026, by 10:00 AM CDT.
Scope of Work
The contractor will be responsible for a complete, turn-key solution, including the design, delivery, and installation of a new stand-alone network security camera system. This involves replacing 219 existing cameras with 222 new "High-Definition Transport Video" cameras in buildings 10251, 10253, 10255, 10261, 10263, and 10265. The project also includes installing new network switches, racks, Uninterruptible Power Supplies (UPS), and CAT6 lines (Power over Ethernet - PoE). Additionally, three workstations and eight 43-inch LED TVs/Smart TVs in Building 10253/Rm 113 will be replaced. The system must operate independently, without connecting to the Air Force network, and must not handle classified or sensitive data. Training on system use, backup, and camera operation is required.
Key Requirements
The new system must utilize IP network cameras (not TVI analog) with desired Pan/Tilt/Zoom (PTZ) capability. All equipment, including Network Video Recorders (NVRs), must be TAA and NDAA Section 889 compliant. NVRs are required to record 24/7/365 and store video for at least 30 days. Cameras must provide clear visibility in low/no light conditions, and outdoor cameras must be weather-protected. New CAT6 cabling (Cat6A or greater) is required, replacing existing coaxial lines, utilizing existing pathways where possible, but allowing for new conduit if necessary. "Or Equal" equipment substitutions are permitted if they meet or exceed the detailed salient characteristics. The contractor is responsible for decommissioning and removing the old system immediately, supplying their own lifts, and adhering to commercial industry and Telecommunications Systems Cabling Standards. The typical installation period is 120 days.
