Quick Summary
The Department of the Air Force, 502 CONS CL, is soliciting quotes for Camera Security Systems at Joint Base San Antonio (JBSA) Lackland, TX. This opportunity requires a complete, turnkey solution to replace existing camera systems with new, stand-alone network security camera systems across six buildings. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due June 2, 2026, at 10:00 AM CDT.
Scope of Work
The contractor will be responsible for the design, delivery, and installation of 222 new "High-Definition Transport Video" IP network cameras (including 4 outdoor PTZ cameras and 218 indoor cameras), Network Video Recorders (NVRs), workstations, 43-inch LED monitors, network switches, racks, Uninterruptible Power Supplies (UPS), and new CAT6/CAT6A cabling. The system must be stand-alone, not connected to the Air Force network, and all hardware must be TAA and NDAA compliant. NVRs must record 24/7/365 for at least 30 days, and UPS units must provide 30 minutes of backup power. Training on system use, backup, and camera operation is required. The project is expected to take approximately 120 days, with work performed between 0700-1600 when students are not in buildings.

Key Requirements & Clarifications
- Cabling: New CAT6/CAT6A cabling is required, replacing existing coaxial. Contractors must factor worst-case options for cable length (12,000 FT per building) and potential pathway blockages, as change orders for additional conduit will not be approved. Cable certification and test reports are required.
- Equipment: IP network cameras are required; "Or Equal" substitutions are allowed if they meet or exceed salient characteristics. 12 switches are needed. Audio functionality is not required. Existing vertical wall mount racks can be reused.
- Network Integration: The contractor is fully responsible for VLAN configuration, switch programming, IP addressing, and network integration as a turnkey system. CMMC requirements do not apply.
- Installation: Contractors must supply their own lift for outdoor PTZ camera installation and a 30 Amp circuit for the UPS. Onsite discovery after award is permitted, but the awarded quote amount is final.
