Purpose & Scope
The U.S. Army Materiel Command, Army Food Innovation and Transformation Program Office, aims to establish modernized, technologically advanced dining venues that provide healthy food options, enhance Soldier feeding operations, and support the Army's Holistic Health and Fitness (H2F) and DoD Healthy Base Initiatives. The selected concessionaire will be responsible for the full lifecycle of CSDV operations, including initial investment, facility development, and ongoing management. This is a revenue-generating contract where the contractor pays a fee to the Nonappropriated Fund Instrumentality (NAFI).
Key Requirements
- Facility Development & Operations: Finance, design, build-out/renovate facilities to create 21st-century dining venues, including efficient access to charging stations (at least 33% of seating). Provide high-quality food and beverages, professional management, and custodial services.
- Menu & Nutrition: Offer diverse, healthy options adhering to military dietary reference intakes (MDRI), "Go for Green" principles, and DoD nutritional standards (Attachment J.12). Menus must accommodate various dietary needs, include "flexitarian" options, and prohibit certain items (e.g., excessive fortification, partially hydrogenated oils). Example holiday menus are provided (Attachment J.1).
- Technology: Implement automated Point of Sale (POS) systems with AFMIS interoperability for Essential Station Messing (ESM) meal verification and billing. Systems must support future enhancements like online ordering and delivery solutions.
- Staffing: Provide qualified staff, including a Head Chef with American Culinary Federation (ACF) certification at each location. The contractor is responsible for hiring all personnel.
- Construction & Compliance: Adhere to the comprehensive Construction Guide (Attachment J.13) outlining phases of work, design, environmental, safety, and inspection requirements. Comply with all applicable federal, state, and local regulations, including prevailing wage rates for construction (Attachments J.5.3, J.4.3, J.3.3), Buy American Act for construction materials, and prohibitions against PFAS and certain covered telecommunications equipment.
- Financials: Understand the meal card system for barracks soldiers, where a $39 daily value is allocated, with $13.65 per day deducted from BAS (Attachment J.17). Historical headcount and expenditure reports are available for each location (e.g., Attachments J.5.1.2, J.5.1.1).
Contract Details
- Contract Type: Firm-fixed-price Indefinite Delivery-Indefinite Quantity (IDIQ) revenue-generating contract.
- Period of Performance: A base period of five (5) years with five (5) one-year option periods, for a potential total of ten (10) years.
- Locations: Fort Knox, KY; Fort Sill, OK; and Joint Base Myer-Henderson Hall, VA. Expansion to additional facilities is possible.
- Reimbursement: ESM Soldiers are reimbursed based on an approved Meal Discount Rate (MDR) plus a Service Fee. Other patrons ("cash" customers) are not reimbursed.
Submission & Evaluation
- Proposal Submission: Electronic format only, via the DoD SAFE website. Proposals must be organized into three volumes: Pricing Proposal, Business Plan Proposal, and Management Plan Proposal.
- Closing Date: Tuesday, July 2, 2026, at 4:00 PM CENTRAL TIME.
- Evaluation Factors: Proposals will be evaluated based on Technical Proposal (Business Plan being most important, followed by Management Plan Proposal) and Pricing Proposal. Award will be made to the responsible Offeror whose proposal represents the best value, with Technical Proposal being of greater importance than Pricing.

Eligibility
Eligible patrons include the wider garrison community, military dependents, "Soldiers for Life," DA Civilians, and Contractors. ESM Soldiers are eligible for meal entitlement verification.
Important Notes
This is an Army Non-Appropriated Fund (NAF) solicitation and is not subject to the FAR. Offerors must identify Fort Knox, KY as the initial location to operate upon award. The contract is subject to the availability of funds for reimbursable ESM meals, and no alcohol can be included as part of ESM sales or composition.
