Scope of Work

The selected contractor will be responsible for providing high-quality food and beverages, professional management, and IT enhancements (e.g., online ordering, delivery). This includes designing and constructing modern 21st-century venues, ensuring efficient access to charging stations (at least 33% of seating capacity). Menus must offer diverse, healthy options, adhering to military dietary reference intakes (MDRI), "Go for Green" principles, and specific nutritional standards outlined in Attachment J.12. Automated Point of Sale (POS) systems with AFMIS interoperability are required for Essential Station Messing (ESM) meal verification. Staffing includes a Head Chef (ACF certified) and a Dietitian at each location. Marketing strategies should promote healthy choices and increase ESM utilization. The contract also involves adherence to a comprehensive construction guide (Attachment 03) for design and build-out phases.

Contract Details

  • Contract Type: Firm-fixed-price IDIQ revenue-generating concession contract (NAF).
  • Period of Performance: A base period of five (5) years with five (5) one-year option periods, for a potential total of ten (10) years.
  • Locations: Fort Knox, KY; Fort Sill, OK; and Joint Base Myer-Henderson Hall, VA, with potential for expansion.
  • Set-Aside: None (NAF solicitation).
  • Eligible Patrons: Wider garrison community, military dependents, "Soldiers for Life," DA Civilians, Contractors, and ESM Soldiers. ESM Soldiers utilize a meal entitlement verification system, with reimbursement based on a Meal Discount Rate (MDR) plus a Service Fee.

This solicitation is not subject to the FAR or the Randolph-Sheppard Act. Offerors must endeavor to subcontract with AbilityOne nonprofit agencies for specified services. The meal card system for soldiers provides a $39 daily value, with a $13.65 deduction from their Basic Allowance for Subsistence (BAS).
