Scope of Work
The selected contractor will be responsible for:
- Facility Development: Financing, designing, and executing build-out/renovation of existing dining facilities, starting with Sustainment Bistro, Bldg 780, Schofield Barracks, HI, with potential expansion to other facilities (e.g., Fort Shafter, Wheeler Army Airfield). This includes adherence to the Construction Guide (Attachment J.16) and utilizing provided building plans (Attachment J.3.4).
- Operations: Operating and maintaining CSDVs to provide 24/7 access to prepared healthy food. This involves offering diverse meal options, strong restaurant brands, à la carte, dine-in, takeout, delivery, and meal prep services. Compliance with detailed DoD Food Nutritional Standards (Attachment J.15) and example holiday menus (Attachment J.1) is required.
- Technology: Implementing Point of Sale (POS) systems with AFMIS interoperability, online ordering, and delivery platforms.
- Staffing: Providing all necessary labor, personnel, and supervision, including a Head Chef with American Culinary Federation or equivalent certification. Bidders must factor in prevailing wage rates (Attachment J.3.3) and Collective Bargaining Agreement wage determinations (Attachment J.3.2).
- Management & Compliance: Developing and executing a business plan, ensuring efficient business management, and adhering to all applicable federal, state, and local regulations (health, sanitation, fire, security, safety). Transaction data and customer feedback must be reported using the provided template (Attachment J.20).
