Submission & Evaluation

• Offers must be submitted electronically via the Web-Based Supply Chain Management System (WBSCM). Submissions by any other means will be deemed nonresponsive.
• Potential contractors must meet AMS vendor qualification requirements (FAR Subpart 9.2). Information on becoming a qualified bidder is available at http://www.ams.usda.gov/selling-food or by emailing newvendor@usda.gov.
• Offerors must be active in WBSCM and have the required bidder roles.
• HUBZone Small Business Price Evaluation Preference is available for certified firms that are the manufacturer/producer.
• New-to-AMS contractors may face a probationary period, limiting awards to 10 truckloads per product until five successful deliveries are demonstrated.
