Quality Assurance & Testing
Contractors are responsible for all inspection requirements and maintaining a quality system acceptable to the Government, in accordance with ISO 9001. This procurement requires Higher Level Inspection and Production Lot Testing.
- Production Lot Approval (Government Testing) is mandatory. Contractors may conduct testing at their facility with government witnesses.
- One unit per order or per production lot of twenty units (whichever is greater) shall be tested at the contractor's facility as defined on drawing 651AS100.
- A Production Lot Test/Inspection Report must be prepared and submitted per DD Form 1423, within 30 days of test completion. This report is for acceptance testing conducted at the contractor's facility and requires approval from the Government DCMC QAR. Copies must be forwarded to NAVSUP-MECH PCO, NAWC ISEA (anthony.c.fontana.civ@us.navy.mil), and DCMA QAR.
Submission & Access Instructions
- Drawings and technical data are available via SAM.gov. To access, search for the solicitation number, locate the "Updated Solicitation" link, and then click "Attachments/Links" to request access. Only the Data Custodian listed on an approved DD2345 will be granted access.
- Electronic submittal of Receiving Reports and Invoices is required through PIEE-WAWF. Contractors are recommended to register for EDA at https://piee.eb.mil/.
- If not the manufacturer, offerors must state the OEM (CAGE code) and part number.
- Provide an email address for follow-up communications.
- Contractors are advised to provide contact information to NAVSUP WSS Mechanicsburg to receive automated notifications from Navy Electronic Commerce Online (NECO).
- Changes to production facilities require written approval from the Contracting Officer and may incur a $250 administrative cost.
