Scope of Work
The contractor will provide a public-facing, real-time or near-real-time online LSP with a graphical user interface, capable of accessing print, non-print, and remotely-hosted electronic resources. Key requirements include:
- Deployment on a FedRAMP-certified or equivalent platform (SaaS application within an authorized environment is acceptable).
- Migration of approximately 2.5 million bibliographic records with 99.9% accuracy, preserving indexing and authority relationships. This includes bibliographic, authority, holdings, and item records.
- Integration of modules for acquisitions, cataloging, authority control, serials management, preservation, online public access (OPAC/Discovery), indexing, data reporting/analytics, external system interoperability, and metadata management.
- Provision of Operations, Maintenance, System Administration, and Security Services for the hosted platform.
- Deliverables include a Project Plan, bi-monthly Status Reports, a Final Report, and instructional materials.

- Contract Type: Firm Fixed Price (FFP).
- Period of Performance: Multiple line items, starting June 1, 2026, through May 31, 2031, with options not to exceed a total duration of 5 years and 6 months.

Submission & Evaluation
