Quick Summary

The U.S. Government Publishing Office (GPO), through its Library Services & Content Management (LSCM) division, has issued a Firm Fixed-Price (FFP) Solicitation for the Catalog of U.S. Publications System Migration. This opportunity seeks a new Integrated Library System (ILS) or Library Services Platform (LSP) to replace the current Aleph system, migrate existing data, and modernize functionalities. This is a full and open competition, with proposals due by May 14, 2026, 3:00 PM EST.

Scope of Work

The selected contractor will provide a public-facing, online LSP operating in real-time or near-real-time, featuring a graphical user interface for the online catalog. Key requirements include deployment on a FedRAMP-certified platform (or equivalent SOC-II), comprehensive data migration with a minimum 99.9% accuracy rate, enhanced discovery capabilities, and streamlined workflows for acquisitions, cataloging, circulation, and serials management. The system must also improve analytics, ensure employee support and training, and comply with all statutory and regulatory requirements. The effort involves migrating the current Catalog of U.S. Publications (CGP) data, custom indexes, services, and replacing federated search functionality for federal databases.
