Submission & Evaluation
Proposals must be submitted via email to the Contracting Officer and Contracting Specialist, consisting of two distinct volumes: Technical Proposal and Business Proposal. The award will be based on a Best Value tradeoff approach. Evaluation factors, in descending order of precedence, are: Technical and Management Approach, Key Personnel, Past Performance, and Price. Technical factors combined are significantly more important than price. Offerors must be registered in the System for Award Management (SAM) and utilize the provided Pricing Sheet (Attachment J1) and Past Performance Questionnaire (Attachment J2).
