Solicitation / RFP / RFQ

This solicitation is for catered meal services for approximately 140 Soldiers during a three (3) day training event at Bog Brook Training Area, Gilead, Maine. The contractor will be responsible for providing all personnel, food items, equipment, tools, materials, supervision, and quality control necessary to serve catered meals.

• Breakfast Meals: 140 meals required, to be served by 0630 AM EST.

• Dinner Meals: 140 meals required, to be served by 1700 (5pm) EST.

• The contractor must adhere to Section 5 and Technical Exhibits (TE) 2 and 3 of the Performance Work Statement (PWS).

• Food service establishments must meet and maintain health code requirements, including a "B" or equivalent food inspection letter grade and a "Good Compliance" or equivalent rating.

• Offerors must possess a current American National Standard Institute (ANSI) - Conference for Food Protection (Serve Safe) certification or similar.

• Contract Type: Firm Fixed Price.

• Period of Performance: May 1, 2026, to May 3, 2026.

• Location of Performance: Bog Brook Training Area 27 Military Cir, Gilead, Maine.

• Size Standard: $9,000,000.00.

• Quote Organization: Quotes must be submitted in one email with two separate volumes: Volume I (Quote - SF 1449, amendments, representations, certifications, level of effort, mix of labor) and Volume II (Technical Approach).

• This acquisition is set aside for Small Business.

• Invoices will be accepted no later than 7 business days after the Period of Performance.

• Payment requests and receiving reports must be submitted through the Wide Area WorkFlow (WAWF) system.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide catered meal services for approximately 140 Soldiers during a three-day training event at Bog Brook Training Area, Gilead, Maine.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control for catered meal services.

• Meals must be prepared either in a self-sustaining kitchen trailer or food truck at the location, or off-site adhering to food safety precautions. Government facilities or equipment are not to be used for meal preparation.

• Contractor is responsible for all setup, serving, breakdown, and cleanup of serving lines.

• Services are required between 0700-0800 and 1800-1900 on training dates, excluding US holidays.

• Adherence to Federal, State, and local laws, regulations, policies, permits, and insurance pertaining to the food industry, including TB Med 530 (Tri-Service Food Code).

• Food inspection letter grade of "B" or equivalent and a "Good Compliance" rating or equivalent.

• Prepared food items marked with a time 4 hours past removal from hot holding/refrigeration.

• Food served within 4 hours of removal from temperature control.

• Meals prepared within a 60-mile radius of the delivery location.

• Menu variety: no repeated main entrée meat, starch, or vegetable within 7 days for lunch/dinner; no repeated "same menu" for breakfast within 5 days.

• Offer a minimum of two different drinks per meal.

• Special dietary meals (including Halal) must be provided upon request.

• Period of Performance: May 1, 2026, to May 3, 2026.

• Contractor must possess a current American National Standard Institute (ANSI) - Conference for Food Protection (ServSafe) or similar accredited program certification.

• Provide a current Food Service Establishments Health Inspection report.

• Contractor employees must have local and state required food safety certifications and be medically cleared.

• Mobile kitchens must be licensed/inspected in Maine and licenses displayed.

• Contractor staff must wear hairnets and gloves when handling food, and maintain a neat, clean appearance.

• Contractor employees must complete Awareness Training (AT) Level 1 and iWATCH Training.

• Contractor must designate a Contract Manager (CM) and an alternate.

• Contractor must comply with installation access and security requirements, including background checks.

• Invoicing must be submitted via Wide Area Workflow (WAWF).
