Catering Meal Service Freedom Flag Exercise 7-25 April 2026

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide catering meal services, including to-go and cafeteria-style served meals, for US Forces participating in Exercise Freedom Flag (FF26.1) at Gwangju Air Base, Korea.

• Provide all materials, food, and beverages for up to 550 personnel.

• Offer to-go and cafeteria-style meals for lunch and dinner from April 7-25, 2026.

• Government will provide Unitized Group Rations (UGRs) for breakfast and midnight meals.

• Contractor is responsible for light preparation (portioning, reheating) in the DFAC kitchen; no cooking is allowed.

• Contractor must provide all equipment for serving areas, including heating and cooling units.

• Meals must include 2 meat, 2 vegetable, and 2 starch options, with Kosher, Halal, and Vegetarian options available upon request.

• Portion sizes: 6 oz protein, 8 oz vegetable, 6 oz starch.

• Provide flight meals upon request.

• Serve lunch from 1100-1330L (drop-off by 1030L) and dinner from 1630-1900L (drop-off by 1600L).

• Provide bottled water (2x 500mL per person per feeding period) 24/7.

• Offer appropriate drink options during meal services (e.g., juice, coffee, sports drinks).

• Provide hot coffee and hot water from 1000L to 1900L.

• Ensure meals support up to a 2500 calorie per day diet and are appropriate for the time of day.

• Publish menus at least 72 hours in advance and adjust upon request with 48-hour notice.

• Provide disposable utensils, napkins, cups, and assorted condiments with each meal.

• Ensure appropriate ventilation and storage of equipment and byproducts.

• Provide licensed/qualified cooks and proof of license.

• Maintain current insurance meeting all local, regional, and national requirements.

• Deliver equipment at the beginning of each contract period.

• Handle HAZMAT cleanup/disposal if applicable.

• Provide flexibility for meal numbers due to shift changes.

• Repair or replace any broken contractor equipment.

• Adhere to local laws and regulations for food preparation and handling.

• POC for each shift must have a cell phone and provide number to COR.

• Cooks and staff may be required to work holidays.

• Quality control program required to ensure services meet PWS standards.

• Procedures to identify, prevent, and correct defective services.

• Immediate reporting of incidents of damage, destruction, or personal injury to the COR.

• Written reports for incidents within 24 hours.

• Contractor liable for replacement/repair of damages caused by contractor.

• Immediate notification to COR of any anticipated or encountered difficulties in complying with the schedule.

• Period: April 7, 2026 – April 25, 2026.

• Location: Gwangju Air Base, Korea (Dining Facility).

• Contractor personnel are under contractor supervision, not government.

• Government responsible for daily cleaning of DFAC areas unless otherwise specified.

• Hazardous materials must be contained, stored appropriately, and spills reported immediately to COR; contractor liable for cleanup.

• Contractor must comply with force protection measures, security procedures, and wear badges as directed.

• Follow public health and personal hygiene requirements per Tri Service Food Code and local policies.

• Coordinate with Force Protection Office 96 hours prior to performance start.

• Contractor responsible for obtaining base passes for drivers and vehicles through coordination with Korean Air Force military authorities.

• Contractor must provide a single POC available 24/7.

• US Government accepts no liability for vendor, its employees, and agents.

Performance Work Statement (PWS)

To provide catering meal services, including to-go and cafeteria-style meals, for US Forces participating in Exercise Freedom Flag (FF26.1) at Gwangju AB, Korea.

• Provide lunch and dinner meals from April 7-25, 2026.

• Support up to 550 personnel daily.

• Offer two meat, two vegetable, and two starch options per meal.

• Include special dietary options: Kosher (up to 5/service), Halal (up to 5/service), and Vegetarian (10/service).

• Provide flight meals upon request.

• Serve meals cafeteria-style in the Dining Facility (DFAC) via a serving line.

• Authorized light preparation (portioning, reheating) in the DFAC kitchen; no cooking allowed.

• Provide all necessary equipment for serving, including heating and cooling units.

• Provide bottled water (2x 500mL per person per feeding) 24/7.

• Provide drink options during meal services (e.g., juice, coffee, sports drinks).

• Provide hot coffee and hot water from 1000L to 1900L.

• Ensure meals provide up to 2500 Calories per day and are appropriate for the time of day.

• Publish menus at least 72 hours in advance and adjust upon request with 48-hour notice.

• Provide disposable cutlery, napkins, cups, and condiments with each meal.

• Ensure appropriate ventilation and storage of equipment and byproducts.

• Provide "to go" boxes upon request.

• Licensed/qualified cooks must prepare meals; proof of license required.

• Insurance must meet all local, regional, and national requirements.

• Adherence to local laws and regulations for food preparation and handling.

• Contractor POC must be present at serving location for each shift, proficient in basic English.

• POC must have a cell phone and provide number to COR.

• Contractor responsible for delivery of equipment, fuel, refueling, and HAZMAT cleanup/disposal if applicable.

• Flexibility required for meal numbers to accommodate shift changes.

• Contractor responsible for repair/replacement of broken equipment.

• Immediate reporting of damage to government property or personal injury to COR.

• Replacement meals to be supplied by local vendor at no charge if contractor causes loss of meal availability.

• Contractor personnel must adhere to food handling safety requirements and force protection measures.

• Comply with US Government security procedures, badges, access lists, and safety procedures.

• Follow Tri Service Food Code and local policies for public health and personal hygiene.

• Period: April 7, 2026 – April 25, 2026.

• Location: Gwangju AB, Dining Facility (DFAC).
