Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Catholic Coordinator of Religious Education (CCRE) to provide religious education activities and support for Roman Catholic personnel and their families aboard Marine Corps Air Station Iwakuni (MCASI).

• Coordinate and administer Catholic Religious Education training in accordance with AMS guidance.

• Organize and oversee weekly religious education (CCD) and Order of Christian Initiation of Adults (OCIA) programs.

• Support Adult Faith Formation and coordinate sacramental preparations and events (e.g., Baptism, First Communion, Confirmation).

• Plan and coordinate two pilgrimages per year and one family retreat.

• Conduct Stations of the Cross during the Easter Season.

• Recruit, train, and supervise adult volunteers for the education program.

• Manage administrative tasks including forecasting, planning, record keeping, and reporting.

• All studies/meetings/events are to be performed as outlined in the PWS references.

• Accuracy for all tasks is expected to be 100%.

• Work products are to be submitted within specified time periods.

• Period of Performance: One base period (March 1, 2026 - February 28, 2027) with two option periods extending to February 28, 2029.

• Place of Performance: Primarily aboard MCASI, within approved facilities.

• Contractor personnel must meet general requirements including satisfactory background checks, one year of relevant experience, and a High School diploma or GED.

• Proficient written and oral communication skills in English are required.

• Contractor personnel must be readily identifiable and comply with installation access and credentialing procedures.

• Travel costs are not reimbursable.

• The contract is for non-personal services.

• Organize and oversee weekly religious education (CCD), Order of Christian Initiation of Adults (OCIA), and Adult Faith Formation programs.

• Coordinate and support Sacramental Preparations and Events (e.g., Baptism, First Communion, Confirmation).

• Plan and coordinate two (2) pilgrimages per year and one (1) Family Retreat per year.

• Conduct Stations of the Cross during the Easter Season.

• Recruit, train, and supervise adult volunteers (catechists).

• Manage program administration, including forecasting resources, planning events, coordinating registration, maintaining records, and submitting reports.

• Promote religious education activities and events.

• Period of Performance (POP): One base period (March 1, 2026 - February 28, 2027) with two option periods (March 1, 2027 - February 28, 2028 and March 1, 2028 - February 28, 2029).

• Place of Performance: Primarily aboard MCASI, including any chapel or approved facility within MCASI, or other facilities as directed.

• All studies and events are to be performed as outlined in the SOW.

• 100% of work products to be received within specified time periods.

• Accuracy and inspection levels are generally set at 100% for various tasks.

• Contractor personnel must comply with all installation protocols, including typhoon conditions.

• Background checks are required for all individuals involved with children and youth services.

• One year of relevant experience in religious education and program coordination is required.

• Proficient communication, planning, and organizational skills are necessary.

• Contractor personnel must be readily identifiable and comply with identification requirements.

• Travel costs are not reimbursable under this contract.

• Contractor is responsible for any damages caused to government equipment or facilities due to negligence.

To provide a comprehensive Catholic Religious Education service for Roman Catholic personnel aboard Marine Corps Air Station Iwakuni (MCASI).

• Coordinate and administer Catholic Religious Education training in accordance with AMS guidance.

• Organize and oversee weekly religious education (CCD) for children.

• Coordinate and support the Order of Christian Initiation of Adults (OCIA) program.

• Coordinate and support the Adult Faith Formation program.

• Coordinate promotion, training, and events for sacramental preparations (Catechism, Baptism, First Communion, Reconciliation, Confirmation, Marriage Preparation).

• Plan and coordinate two pilgrimages per year.

• Support visits from the Archdiocese of the Military Services.

• Execute one family retreat per year.

• Conduct Stations of the Cross during the Easter Season.

• Recruit, train, and supervise adult volunteers (catechists).

• Maintain a volunteer roster.

• Forecast resources and budget requirements.

• Plan and submit event plans for deconfliction.

• Coordinate religious education registration and maintain student rosters.

• Order necessary supplies and maintain religious education materials.

• Compile and submit monthly and annual reports.

• Advertise and promote events.

• Attend meetings as specified.

• Maintain communication with the AMS office.

• Maintain records of plans, registrations, attendance, and sacramental information.

• Disseminate information to the Roman Catholic community.

• Ensure facilities are cleaned and secured after events.

• All studies/events to be performed as indicated by community need and within specified timeframes.

• 100% accuracy and completion for most tasks, with 100% inspection surveillance.

• Period of Performance: One base period (March 1, 2026 - February 28, 2027) with two option periods.

• Place of Performance: Primarily aboard MCASI, including any chapel or approved facility within MCASI.

• Contractor personnel must meet general requirements including background checks, one year of relevant experience, and a High School diploma/GED.

• Proficient written and oral communication skills in English are required.

• Contractor personnel must be readily identifiable.

• Travel costs are not reimbursable.

• Contractor must comply with all applicable laws, directives, and installation policies regarding safety, security, and personnel credentialing (e.g., base passes, DBIDS cards).
