This amendment does not appear to change proposal deadlines or submission requirements, but provides clarification on various aspects of the solicitation, which may impact how vendors prepare their proposals.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide musical support for Roman Catholic Sunday Masses and other services onboard Marine Corps Base Quantico (MCB Quantico).

• Provide a qualified Catholic Musician/Organist and Cantor for Sunday Masses (0900 & 1215).

• Support special/seasonal services, Holy Days of Obligation, and their vigils.

• Provide music and instrumentation for funeral and memorial services.

• Responsible for all music associated with worship, including preludes, postludes, congregational music, offertories, anthems, choral music, and service music.

• Coordinate music selections with the Catholic Priest, adhering to Roman Rite rubrics and liturgical instructions.

• Conduct choir rehearsals and provide accompaniment for soloists and choirs.

• Provide recommendations for the maintenance of chapel organs and pianos.

• Submit music plans at least one month in advance for regular services, and as soon as possible for short-notice events.

• Provide all instruments except for the chapel organ and piano.

• Retain first right of refusal for providing instrumentation and accompaniment for Catholic Chapel Wedding Masses, though fees are not covered by this contract.

• Provide instrumentation and accompaniment for funerals/memorials for non-MCB Quantico personnel, with fees paid by the family or funeral home.

• Be flexible with musical selections, including both contemporary and traditional music.

• Welcome and accommodate volunteer instrumentalists.

• Support specific special musician events including Ash Wednesday Mass, Tenebrae Service, Holy Thursday Mass, Good Friday Service, Easter Vigil Mass, Confirmation Mass, Corpus Christi Procession, Christ the King Procession, and Children’s Nativity Play.

• Contractor must provide a Cantor and be responsible for contracting and paying the Cantor.

• Cantor must be able to sing all parts of the Mass confidently, including Latin chants, and practice liturgical music outside of Mass time.

• Period: Twelve (12) month base period with four (4) twelve (12) month option periods.

• Place: Marine Memorial Chapel, MCB Quantico, VA; various other locations aboard MCB Quantico; and Semper Fidelis Chapel at the National Museum of the Marine Corps when requested.

• Contractor must have at least five (5) years of current experience as an organist in a military Catholic chapel or Catholic Church, with professional knowledge of Catholic Liturgy/music.

• Minimum of four (4) years of organ experience.

• Ability to read and sight-read music, play piano/organ, and transpose at sight.

• Demonstrated keyboard proficiency in accompanying choirs and soloists.

• Written evidence of American Guild of Organists (AGO) certification at the basic level.

• Written evidence of formal organ training (e.g., college courses).

• Minimum of two (2) years of experience in music harmonization and accompanying.

• Provide a satisfactory substitute when unable to perform, and train the substitute.

• Complete a background check with no adverse findings.

• Register in the Defense Biometric Identification System (DBIDS) and possess a valid form of identification for base access.

• Provide a Government form of ID at the main entrance to MCB Quantico.

Solicitation / RFP / RFQ

This solicitation seeks proposals for Catholic Musician/Organist and Cantor services for Masses and special services at Marine Corps Installations National Capital Region (MCINCR) in Quantico, VA. The services will be procured under FAR Part 12 using simplified acquisition procedures, with an Open Market contract. The government intends to award on an "all or none" basis.

• Provide musical services as Musician/Organist and Cantor for regular Sunday Masses, special services, Holy Days, and funeral/memorial services.

• Provide instrumentation for all music (preludes, postludes, congregational music, offertories, anthems, choral music, service music).

• Coordinate with the Catholic Priest on instrumental music and songs, adhering to Roman Rite rubrics.

• Perform a 5-minute prelude and 3-minute postlude for each Mass.

• Provide recommendations for organ and piano maintenance.

• Submit music plans at least one month in advance for regular services, and as soon as possible for short-notice services.

• Provide all instruments except for the organs and piano in the Marine Memorial Chapel and designated worship locations.

• Offer a substitute if unable to perform services, and be responsible for their training.

• Obtain necessary base access and background checks.

• Contract Type: Firm Fixed Price

• Period of Performance: One 12-month base period and four 12-month option periods.

• Estimated Value: USD 15,000,000.00 (Size Standard)

• Evaluation Criteria: Lowest price to highest price, considering Technical Capability, Price, and Past Performance.

  • Technical Capability: Must clearly demonstrate ability to meet requirements, including manufacturer details, part numbers, period of performance, and delivery schedule. A mere statement of compliance is insufficient.
  • Price: Must be unambiguous, with pricing for the base period and all option periods. Evaluation based on completeness, accuracy, and reasonableness.
  • Past Performance: Will be evaluated using the Supplier Performance Risk System (SPRS) and other sources.

• This requirement is set aside exclusively for Small Business concerns. Only quotations from small businesses will be considered.

• Offerors must submit manufacturer's name and complete part numbers for all items quoted.

• Small business joint ventures must submit required representations (FAR 52.212-3(c), FAR 52.219-1(c), FAR 52.204-8(d), FAR 52.212-3(b)).

• Payment terms are NET 30, submitted via Wide Area Workflow (WAWF).
