Sources Sought / Market Research

This document is a Sources Sought notice, not a Request for Proposal. Its purpose is to gather information for market research regarding potential sources for Catholic Religious Education Coordinator services at Patrick Air Force Base (AFB) and Cape Canaveral Air Force Station (AFS). The government is assessing capability, interest, and socio-economic categories of potential sources.

• Size Standard: $13 million.
• Performance Work Statement (PWS): A PWS dated 23 March 2026 is attached.

Interested businesses should submit a capabilities package that includes:

• A brief description of their company's business size (annual revenues, employee size).
• Business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, small business).
• Anticipated teaming arrangements, clearly delineating prime and partner responsibilities.
• A description of similar services offered to the Government and commercial customers.
• Three past performance references with current contact information and contract numbers.
• If subcontracts are to be used, the anticipated percentage of effort and whether small or large businesses will be used.
• Recent, relevant experience in all areas.
• Previous teaming experience.
• DUNS, Cage Code, System for Award Management (SAM) expiration date, GSA contract number and expiration (if applicable).
• Any related specifications/drawings.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Catholic Religious Education Coordinator (CREC) to support the 45th Space Launch Delta (SLD) Chaplain Corps at Patrick Space Force Base (PSFB), Florida. The primary goal is to provide Catholic Religious Education (CRE) services for the PSFB Catholic community, including children (K-12), teens, and adults.

• Provide non-personal services as a resource person, advisor, and CREC.

• Administer the CRE program for Grades K-12 and adults.

• Recruit, train, and mentor Christian educators.

• Plan and conduct an annual Vacation Bible School (VBS) program if deemed necessary.

• Coordinate religious education in accordance with Air Force Chaplain Corps and Archdiocese for the Military Services (AMS) guidelines.

• The work will be performed at the Seaside Chapel and South Patrick Chapel, or virtually if required.

• A minimum of 30 hours per month is required, with specific scheduling coordinated with the SLD 45/HC.

• The contractor must develop and maintain an effective Quality Control Program (QCP).

• Performance will be evaluated in accordance with a Quality Assurance Surveillance Plan (QASP).

• Specific performance objectives and thresholds are detailed in Technical Exhibit 1, including organizing classes, training volunteers, coordinating events, and maintaining office/storeroom.

• Period of Performance: One (1) Base Year of 12 months and four (4) Option Years.

• Place of Performance: Primarily at Patrick Space Force Base (PSFB) Chapel facilities, with potential for virtual performance.

• Qualifications: Practicing Roman Catholic with a letter of good standing, basic computer skills (MS Office, SharePoint), English fluency, positive customer service, and a Bachelor's degree in education or related field (religious studies/theology preferred). Must be an approved AMS Catechist and have at least two years of relevant experience. Must pass a background investigation.

• Security: Contractor is responsible for safeguarding Government equipment and property. Identification badges are required. Key control procedures must be implemented. Background checks and Common Access Card (CAC) issuance are required.

• Reporting: Monthly schedules, pertinent data, fund requests, access requests, annual calendars, and publicity materials must be submitted.

• Training: Safe Environment training, review of non-disclosure agreements, and participation in AMS-partnered training are required.

• Government-Provided Support: Workspace, basic office supplies, and required office/musical/sound equipment will be provided.
