Statement of Work (SOW) / Performance Work Statement (PWS)

To recondition and update Well No. 1, which is the primary source of research water for the Columbia Environmental Research Center (CERC). The well has experienced a significant decrease in specific capacity, leading to motor failures and loss of research abilities due to biological buildup.

• Provide all materials, labor, equipment, travel, and supervision for the renovation of Well No. 1.

• Temporarily remove the existing vertical turbine pump and motor.

• Temporarily install a submersible pump to evacuate debris and fill.

• Perform airburst treatment to loosen debris and remove all fill and debris from the bottom of the well.

• Apply a CERC-approved disinfection treatment.

• Install a 10" check valve into the discharge line and an automatic PVC drain line.

• Permanently install the pump and motor after cleaning.

• Install a drain back valve on the suction end of the pump and a new reverse ratchet assembly on the motor.

• Install two flow monitors integrated into the current Automated Logic system.

• The well is rated to pump 700 gallons per minute (GPM).

• Post-construction testing of valves, motor, and pump to verify proper production.

• Provide operational and maintenance training to CERC maintenance staff.

• Provide a digital video of the completed scope.

• Period of Performance: 30 days from Notice-to-Proceed (NTP).

• Place of Performance: U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201.

• Contractor shall provide all shop and construction drawings.

• Contractor shall warranty all workmanship for a minimum of 12 months from Government acceptance.

• Contractor must coordinate utility deenergizing and re-energizing with the USGS Technical Liaison.

• Contractor must comply with all applicable laws, codes, and regulations.

• Contractor is responsible for site inspection to ascertain work conditions.

• Work shall be performed so as not to interfere with ongoing operations.

• All materials and workmanship are subject to inspection and approval by the USGS Technical Liaison.

• Contractor shall furnish all necessary supplies, materials, and equipment unless otherwise specified.

• Contractor shall obtain any necessary licenses or permits.

• Contractor shall take necessary precautions to prevent fires or injury.

• Contractor shall indemnify the Government against liability claims.

Solicitation / RFP / RFQ

This solicitation is for the renovation of Well No. 1 at the Columbia Environmental Research Center (CERC). The work includes providing all labor, materials, tools, equipment, and supervision necessary for the renovation.

• Renovation of Well No. 1.

• Control of contaminants (CO, CO2, HCHO) to specified levels during construction.

• Erection of barriers and maintenance of acceptable environmental conditions in adjacent occupied spaces during demolition or construction.

• A final flush-out period of 48 to 72 hours before occupancy, with 100% outside air ventilation.

• Prompt investigation and implementation of controls for indoor air quality complaints.

• Assistance with independent IAQ assessments.

• Bonds are required.

• Contract Type: Firm Fixed Price (as per L-5).

• Period of Performance: 10 calendar days to begin after notice to proceed, and 30 calendar days to complete.

• Estimated Value: Between $100,000 and $250,000 (as per L-1).
