Quick Summary
The U.S. Geological Survey (USGS), through its Columbia Environmental Research Center (CERC) in Columbia, MO, is soliciting proposals for the renovation of Well No. 1. This project aims to restore the well's pumping capacity, which has significantly decreased due to biological buildup. This is a 100% Total Small Business Set-Aside. Quotes are due by February 18, 2026, at 1700 CST.
Purpose & Background
Well No. 1 serves as the primary source of research water for CERC, and its diminished capacity (70% decrease) has led to motor failures and impacted research capabilities. The objective is to recondition and update the well to restore its normal operating capacity and ensure a reliable water supply for research.
Scope of Work
The contractor will provide all materials, labor, equipment, travel, and supervision for the renovation. Key tasks include:
- Temporarily removing the existing vertical turbine pump and motor.
- Installing a temporary submersible pump for debris and fill evacuation.
- Performing airburst treatment and removing all fill/debris from the well bottom.
- Applying a CERC-approved disinfection treatment.
- Installing a 10-inch check valve and an automatic PVC drain line.
- Permanently reinstalling the pump and motor after cleaning.
- Installing a drain back valve on the suction end of the pump and a new reverse ratchet assembly on the 200hp motor.
- Installing two 6-inch flow meters on the discharge pipes, integrated into the current Automated Logic system. Performance standards include restoring the well to normal operating capacity, post-construction testing, providing operational training to CERC staff, and a 12-month warranty on workmanship.
Contract Details & Requirements
This is a Firm Fixed Price contract with an estimated value between $100,000 and $250,000. The Period of Performance is 30 days from the Notice-to-Proceed (NTP). The NAICS code is 237110 (Water and Sewer Line and Related Structures Construction) with a $45 million size standard. Bonds are required. Contractors must comply with prevailing wage rates (General Decision MO20260067) and ensure indoor air quality controls during construction. A site visit was scheduled for February 5, 2026, and was strongly encouraged.
Submission & Evaluation
Proposals will be evaluated based on Technical Capability (plan and methodology), Past Performance, and Price. Technical Capability and Past Performance are SIGNIFICANTLY MORE important than price. Quotes must be submitted via email.
