Performance Work Statement (PWS)

To provide contractor support for the Alabama 46th CERFP Collective Training Event (CTE) by simulating actual conditions through role players, moulage, weighted manikins, simulants, a lumber package, and ambulance services.

• Role Player, Moulage, and Trauma Manikin Support: Provide casualty role players, displaced civilians, and weighted manikins with moulage (simulated injuries) and injury cards. This includes setting up and operating moulage sites, providing transportation for role players, and ensuring appropriate attire and props. Specific moulage types include trauma, burns, chemical burns, and mental health simulations.

• Ambulance Service: Provide two (2) ambulances with certified personnel (1 BLS, 1 ALS per vehicle) to be staged at the training site. At least one ambulance must remain on-site at all times.

• Lumber Package and Technical Rescue SMEs: Deliver a specified lumber package and provide two (2) Subject Matter Experts (SMEs) for refresher training on shoring, lifting, hauling, FEMA markings, rope rescue, and breaching. A forklift operator is also required for lumber delivery and reset.

• Radiation Buttons: Provide five (5) RAD Buttons (preferably Cs-137) for use on responders and manikins.

• Chemical Simulant Service: Provide chemical simulants for training on chemical monitoring equipment, along with one (1) SME experienced in CBRN response.

• Structural Collapse Venue Site (SCVS) Reset: Support the reset of the SCVS (rubble pile) as identified in the PWS.

• Quality Control Plan required within 5 working days prior to Phase-In.

• Specific performance standards and acceptable quality levels (AQLs) are detailed in the Performance Requirements Summary (PRS), covering areas like program management, role player support, ambulance services, lumber package delivery, and report submission.

• Close-Out Report and AAR comments due NLT 7 days after the period of performance.

• Period of Performance (PoP): March 1-4, 2026.

• Phase-In Period: February 28, 2026.

• Place of Performance: Primarily Clarke Range, Gate 3 Road, Alexandria, AL, at the Collapsed Structure Site.

• Personnel: Contractor employees require appropriate identification for installation access. Awareness Training (AT) Level 1, iWATCH, and OPSEC training are mandatory for personnel requiring access to Army installations.

• Security: Compliance with installation access, security policies, and PII protection is required.

• Government Furnished Property: Workspace, computers, telephones, and forklift services will be provided by the Government.

• Contractor Furnished Property: Contractor shall provide all other necessary materials, equipment, and services not specified as Government-Furnished.

• Communication: Contractor must maintain clear communication with exercise planners and key personnel. Radios and internet access may be required.

• Safety: Contractor is responsible for the safety of their staff, employees, and role players, adhering to all federal, state, and local safety regulations. Mandatory safety equipment is required for role players entering the collapse structure.

• NIMS/ICS SME: The requirement for a NIMS/ICS SME (Incident Commander) in section 5.2.1.4 has been removed.
• Personnel Requirements: Multiple Subject Matter Expert (SME) positions can be combined or "multi-hatted" to manage costs for the government. This applies to the SMEs listed in section 5.2.1.5 (Fire Rescue, HAZMAT/CBRN Response, EMS, Law Enforcement, Emergency Management) and the Technical Rescue SMEs mentioned in section 5.5.
