• Bonding Requirements: Refer to block 12 of the solicitation.
• Gate Replacement: Only the double-drive-through gated entrance at Lock 2 esplanade will be replaced; the single-gate walk-through entrance will not.
• Site Conditions: Esplanade walls are backfilled with concrete debris, potentially making post installation difficult. Two removable panels will be needed for a slope.
• Cybersecurity: CMMC Level 1 self-certification is required. CMMC Level 2 is not required.
• Fencing Length: Approximately 280' of minimum 9-gauge wire chain link fence and approximately 200' of removable 12-gauge wire fence panels need replacement.
• Inner Fencing: The fence around the secured esplanade area inside the old Lockmaster yard will be replaced.
• Tree Removal: No trees require removal.
• Site Visit: A site visit was conducted on December 17, 2025. No further site visits will be held.

• Site Access: No escorts are needed, but all personnel must be e-verified and visibly identifiable as a federal contractor (uniform, badge, vest, etc.).
• Taxation: The project is considered a construction of real property for tax purposes.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and replace chain link security fence encompassing the Cape Fear Lock and Dam 2 esplanade in Bladen County, North Carolina.

• Install 8' commercial grade galvanized chain link security fence with angled 3-strand galvanized barb wire.

• Install removable commercial grade 6'x10' chain link security fence panels and posts flush with the outside of the lock esplanade walls.

• Two removable fence panels will serve as drive-through gates.

• Ensure no gaps in the fence are greater than 2 inches.

• Salvage, reuse, and recycle all old fence materials where practicable.

• Dispose of waste materials off-site daily and in compliance with waste management procedures.
