Scope of Work

• Daily filling, cleaning, pumping, and restocking of units (8:00 AM - 5:00 PM, Monday-Sunday).
• Ensuring handwash stations have antibacterial soap and paper towels; latrines have 2-ply toilet paper with daily replenishment.
• Responsibility for all spills and associated cleanup.
• Relocation of units within 24 hours and removal with 24 hours' notice.

Key Requirements & Evaluation

• Evaluation: Award will be based on a "Best Value" approach, prioritizing the lowest total evaluated price from an "Acceptable" technical plan. No trade-offs between price and technical merit.
• Submission: Offerors must submit a detailed technical plan and use Attachment 2 (CLIN Price Breakdown) for pricing.
• Past Performance: Required for chemical latrine services in Central America (1-3 references); alternative similar experience accepted if no regional experience.
• Personnel: Contractor employees must be Salvadoran nationals, pass host nation security checks, and be escorted on U.S. facilities. A contract manager/alternate with English Level II proficiency is required.
• Compliance: Contractor must obtain all necessary operational/environmental permits, comply with Salvadoran Government Regulations (vehicles, passes, insurance), and provide signed non-disclosure agreements.
• Insurance: Defense Base Act (DBA) Insurance is required.
• Registration: Offerors must be registered and active in SAM.gov.
