Scope of Work
The contractor will be responsible for the production and delivery of various PSE items, including slings, maintenance stands, fixtures, and carts, as detailed in Attachment 1 and the Technical Data Packages (TDPs). All items must be manufactured in accordance with Government-furnished TDPs (Attachment 3 Rev A). The period of performance is 200 calendar days from the lead time event to delivery.
Key Requirements & Eligibility
- CMMC Level 2 (Self-Assessment) certification is a mandatory condition for contract award and for obtaining access to the Controlled Unclassified Information (CUI) drawing package.
- Offerors must possess a current and certified DD Form 2345 to request access to the Export Controlled TDP.
- Compliance with DFARS 252.204-7025 (CMMC) and DFARS 252.211-7003 (DoD unique identification) is required.
- Specific Contract Data Requirements Lists (CDRLs A001-A007) outline requirements for Technical Data Package RFI, DFARS-compliant Material Certifications, Plating/Coating Certifications, Dimensional Quality Checklists, Calibration Certifications, Proof Load Certifications, and Non-Destructive Inspection (NDI) Certifications. All certifications must be submitted in PDF format to the CH-53K Support Equipment Engineer, Ed Ceralde.
Submission & Evaluation
Proposals must be submitted electronically to Juan Carlos Belmonte.
- Questions Deadline: April 29, 2026, by 4:00 PM EST.
- Proposal Due Date: May 6, 2026, by 4:00 PM EST.
- Formatting: Proposals should be single-spaced, 8.5x11 inches, with 1-inch margins. The Technical volume has a recommended 10-page limit. All documents must be submitted as searchable PDF files, compatible with Microsoft Office 2025.
- Past Performance: Offerors must complete the L-1 Past Performance Questionnaire and L-2 Past Performance Contract Data.
- Evaluation Factors: Technical, Past Performance, and Price. Proposals deemed "Unacceptable" in Technical or Past Performance will be rejected. The Government reserves the right to award without discussions.
