Scope of Work

These items are critical for the initial outfitting of CH-53K squadrons and to facilitate O-level maintenance operations for the CH-53K Aircraft, supporting both domestic and FMS platforms. All end items must be manufactured according to Government-furnished technical data packages (TDPs).
Key Requirements & Eligibility
Offerors must meet stringent requirements:
- CMMC Level 2 (self-assessment) certification is required pre-award to access Controlled Unclassified Information (CUI) drawing packages and for contract award eligibility.
- A certified DD Form 2345 (Militarily Critical Technical Data Agreement) is mandatory to request access to Export Controlled drawings.
- AS9100D Certification is required at the time of award and throughout contract performance.
- Delivery of items is required within 200 calendar days from the date of award, with no alternative lead-times accepted.
- Various Contract Data Requirements Lists (CDRLs) specify deliverables such as Material, Plating/Coating, Dimensional Quality, Calibration, Proof Load, Non-Destructive Inspection (NDI) certifications, and Request for Information (RFI) Technical Data Packages. These must be submitted in PDF format to the CH-53K Support Equipment Engineer, Ed Ceralde.
Submission & Evaluation
Proposals must be submitted electronically and structured into four volumes. Specific formatting guidelines include letter-sized pages, single-spacing, one-inch margins, and submission as searchable PDFs (Microsoft Office 2025 is acceptable). A 10-page limit is recommended for the Technical volume. Offerors can reference subcontractor past performance, and Past Performance Questionnaires (PPQs) should be sent directly to the Government end-user. Evaluation will be based on Technical (Acceptable/Unacceptable) and Past Performance (Acceptable/Unacceptable), with the award going to the lowest evaluated price among acceptable proposals.
