Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a Music Director/Contractor to support the Catholic and Protestant Chapel worship services and other religious events at Marine Corps Air Station (MCAS) Beaufort, South Carolina. The goal is to provide a well-organized and professionally executed liturgical music program that promotes active participation.

• Perform organ and piano accompaniment, and provide choral direction for rehearsals, worship services, and religious events.

• Select, teach, and lead music for Catholic and Protestant communities in traditional and contemporary styles.

• Coordinate musical support and liturgy planning with the Priest/Chaplain monthly.

• Submit applicable notices and announcements concerning choir activities for review at least 10 days prior to inclusion in bulletins.

• Provide musical accompaniment and choral direction for Christmas Programs and Thanksgiving Day Services.

• Improve the worship music program.

• Provide accompaniment and direction for a children's choir.

• Be proficient in musical interpretation and able to sight-read music.

• The contractor is expected to perform approximately 20 hours weekly.

• Specific quantities for services include: 52 Sunday Masses (Catholic), 52 Sunday Services (Protestant), 19 Seasonal/Special (Catholic), 12 Seasonal/Special (Protestant), 6 Memorials (Catholic), 5 Memorials (Protestant), 52 Rehearsals (Catholic), 52 Choir Rehearsals (Protestant), 5 Vacation Bible School, and 55 Miscellaneous services.

• Special/seasonal services may include up to 20 events (e.g., Holy Days, holidays, funerals, memorials).

• Performance standards include: Direction for congregational music (90% AQL), providing accompaniment and direction for special programs (90% AQL), monthly meetings and submissions (90% AQL), musical interpretation and sight-reading proficiency (90% AQL), written notice for absences and approved substitutes (90% AQL), and conduct aligned with Marine Corps standards (90% AQL).

• Period of Performance: 12-month base period (May 18, 2026 - May 17, 2027) with two (2) 12-month option periods.

• Place of Performance: MCAS Beaufort Base Chapel, 566 Geiger Blvd, Beaufort, South Carolina, 29906.

• Contractor must be able to sight-read music and play piano and organ.

• Familiarity with liturgical or contemporary worship service formats is required.

• Minimum of two (2) years of military music ministry experience and experience playing in a church congregation.

• Ability to play liturgical or contemporary Christian music.

• Contractor must adhere to Marine Corps standards of conduct.

• Base access requires registration in the Defense Biometrics Identification System (DBIDS).

This solicitation seeks proposals for Music Director services at Marine Corps Air Station Beaufort, South Carolina. The services are for the Catholic and Protestant music programs.
