Scope of Work

The contractor will repair and recoat floors and walls with chemical-resistant epoxy in the Chemical Transfer Facility (CTF) sump area, secondary holding tank area, and select laboratories and storage rooms at the Sample Receipt Facility (SRF), Building E3401, Aberdeen Proving Ground, MD. This includes stripping old epoxy, applying a new two-coat system (base 10-12 mil, top 14-18 mil) resistant to organic solvents, strong acids, bases, and oxidizers, capable of withstanding heavy traffic up to 10,000 lbs. All project waste and debris must be disposed of. The work must meet or exceed the capabilities of specified Belzona products.

Evaluation & Award

Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Proposals will be evaluated in two volumes:

  • Volume I: Technical Proposal (5-page limit): Evaluated on Technical Approach (understanding of PWS requirements) and Experience (demonstrated ability and recent experience within 5 years with chemical-resistant epoxy floor/wall repair/recoat). Both factors must be rated "Acceptable."
  • Volume II: Price Proposal (unlimited pages): Must use Attachment 4 (Price List) and clearly identify firm-fixed prices for all CLINs. Price will be the determining factor among technically acceptable proposals. The Government does not intend to conduct discussions; proposals should be the best and final offer. Offerors must be registered in SAM.gov.

Special Requirements

Contractor personnel must obtain a pass for entry into Aberdeen Proving Ground (APG), comply with federal and Department of the Army safety regulations, including a written Confined Space Entry Program, and adhere to environmental laws. Business hours are 7:00 AM – 5:00 PM EST, Monday through Friday. A one-year labor warranty is required.
