Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this contract is to repair and recoat the floor of the Sample Receipt Facility (SRF) laboratories and storage rooms to ensure containment of hazardous or aggressive chemicals.

• Repair and recoat floors and walls in select SRF laboratories and storage rooms with chemical-resistant epoxy.

• Strip old epoxy surfaces and apply a new epoxy coating resistant to hazardous chemicals (organic solvents, strong acids, strong bases, oxidizing/bleach).

• Apply epoxy in two coats: base coat (10-12 mil thickness) and topcoat (14-18 mil thickness).

• Ensure the coating can withstand traffic from heavy rolling carts or forklifts up to 10,000 lbs.

• Provide epoxy surfaces with durability and resistance to normal cleaning products for rooms marked with an asterisk, and aggressive chemical resistance for areas without an asterisk.

• Dispose of all project waste and debris.

• The epoxy coating must meet or exceed the capabilities of specific Belzona products used in previous projects (Belzona 4911 Magma TX Conditioner, Belzona 4131 Magma Screen, Belzona 5811 Immersion Grade (Gray), and Belzona 4311 Magma CR1).

• Contractor shall warranty labor for one (1) year following contract completion.

• Contractor must have a minimum of five (5) years’ experience repairing and recoating floors and walls with chemical-resistant epoxy in multiple areas simultaneously.

• Period of Performance: Within three (3) months from the date of award.

• Place of Performance: The Sample Receipt Facility (SRF), Building E3401, Edgewood Area of Aberdeen Proving Ground, MD 21010.

• Contractor must obtain a pass for entry into Aberdeen Proving Ground (APG).

• Business hours are 7:00 AM – 5:00 PM EST, Monday through Friday, excluding federal holidays.

• Contractor shall provide proof of experience.

• Utilize a system to capture dust generated during stripping.

• Contractor personnel must comply with all federal and Department of the Army safety regulations and have a written Confined Space Entry Program.

• All personnel will require a valid Government-issued ID and may be subject to background checks and searches.

• Contractor must comply with all applicable environmental laws and regulations.

• Government will provide access to electricity and restrooms. Government certifies no lead paint or asbestos.

Quality Assurance Surveillance Plan (QASP)

This Quality Assurance Surveillance Plan (QASP) outlines the methods and procedures the Government will use to evaluate contractor performance for the "Repair and Recoat Floors and Walls with Chemical Resistant Epoxy at the Sample Receipt Facility (SRF), Aberdeen Proving Ground, MD" contract. The goal is to ensure contract standards are achieved and to monitor contractor performance against specified objectives.

• Contracting Officer Representative (COR): Responsible for quality assurance guidance, evaluating and documenting contractor performance, notifying the Contracting Officer of deficiencies, maintaining surveillance documentation, and recommending QASP/PWS improvements.

The contractor is responsible for repairing and recoating the floors and walls of the CTF and SRF to ensure containment of hazardous or aggressive chemicals.

• Contractor's Quality Control Program: The contractor is responsible for management and quality control actions to meet contract terms.
• Government Surveillance: The COR will perform surveillance based on the quality and effectiveness of the contractor's data deliverables and services provided.

The Government will exercise surveillance over services identified in the Performance Work Statement (PWS). Key performance objectives include:

• PRS #1: Epoxy Coating: 100% of existing epoxy-coated surfaces must be recoated with a 10 mil thick chemical-resistant coating that is resistant to aggressive chemicals and capable of handling heavy traffic. Surveillance is via 100% inspection of completed work.
• PRS #2: Waste Disposal: 100% of waste generated from the project must be removed and disposed of, ensuring the project location is clear of debris. Surveillance is via 100% inspection of completed work.

Performance will be rated as Very Good, Satisfactory, Marginal, or Unsatisfactory based on meeting contractual requirements and the effectiveness of corrective actions. Unacceptable performance may result in a Contractor Discrepancy Report submitted to the Contracting Officer.

Form / Attachment / Pricing Sheet

This document is an Excel spreadsheet containing a price list for SRF floor coating services for the year 2026. It is intended for use in Volume II of the Detailed Price Proposal.

• CLINs (Contract Line Item Numbers): Lists CLINs 0001 through 0007.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, seeking proposals for the repair and recoat of floors and walls with chemical-resistant epoxy at the Chemical Transfer Facility (CTF) sump area, secondary holding tank area, and select laboratories and storage rooms. The goal is to ensure containment of hazardous or aggressive chemicals.

• Repair and recoat of floors and walls with chemical-resistant epoxy.

• Work includes specific areas such as the CTF sump area, secondary holding tank area, and select laboratories and storage rooms.

• Performance Work Statement (PWS) is detailed in Attachment 2.

• Contract type: Firm-Fixed Price (FFP).

• Period of Performance: Within 3 months from award for the base requirement, and 12 months for option requirements.

• Procurement is a 100% Small Business Set-Aside.

• Evaluation method: Lowest Price Technically Acceptable (LPTA).

• Proposals must be submitted in two volumes: Volume I (Technical) and Volume II (Price).

• Technical Proposal (Volume I) has a 5-page limit and will be evaluated on Technical Approach and Experience.

• Price Proposal (Volume II) is unlimited pages and must follow the provided CLIN structure (Attachment 4).

• Questions due: Friday, May 08, 2026, 4 PM ET.

• Proposals due: Friday, May 22, 2026, 4 PM ET.
