Scope of Work
The contractor will provide services to repair and recoat floors and walls with chemical-resistant epoxy in the Chemical Transfer Facility (CTF) sump area, secondary holding tank area, and select Sample Receipt Facility (SRF) laboratories and storage rooms within Building E3401. This includes stripping old epoxy, applying new two-coat epoxy (base 10-12 mil, top 14-18 mil) resistant to aggressive chemicals and capable of withstanding heavy traffic (up to 10,000 lbs). The epoxy must meet or exceed the capabilities of specified Belzona products. The contractor is responsible for all project waste disposal. A minimum of five years' experience in similar chemical-resistant epoxy applications is required, and labor must be warranted for one year.

Submission Requirements
Proposals must be submitted in two separate volumes:
- Volume I: Technical Proposal (5-page limit) – Must demonstrate a clear understanding of the PWS and provide documentation of recent experience (within 5 years) repairing/recoating floors and walls with chemical-resistant epoxy.
- Volume II: Price Proposal (unlimited pages) – Must use Attachment 4 (Price List) and clearly identify firm-fixed prices for all services/labor, parts, and materials. Offerors must be registered in SAM.gov to be considered. The Government does not intend to conduct discussions; proposals should be the best and final offer.
