This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) parts 12 and 15. It constitutes the only solicitation, and a written solicitation will not be issued. The Bureau of Engraving and Printing (BEP) is seeking to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for chromium (UHP Cr) targets used in the Plate Making process via a physical vapor deposition (PVD) plating process. This requirement supports the production of United States currency.

• Indefinite Delivery Indefinite Quantity (IDIQ) for Twenty-four (24) chromium (UHP Cr) targets for DCF and/or WCF per year, or One Hundred Twenty (120) for five (5) years.

• Delivery and acceptance of items are Free on Board (F.O.B.) Point at the Bureau of Engraving and Printing's Washington D.C. location (DCF) and Western Currency Facility (WCF).

• Contract type: Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of performance: Up to five (5) years.

• Pricing for currency packaging film to be provided via Section B.1 - Schedule of Items and Prices.

• Quoters agree to hold prices firm for 90 calendar days from the specified deadline.

• Quotes are due no later than February 5, 2026, at 3:30 P.M. ET.

• All questions are due by January 29, 2026, at 3:30 P.M. ET. No extensions for questions or quotes will be permitted.

This solicitation is for the procurement of twenty-four (24) chromium targets (UHP Cr) with 99.6% purity for use on the physical vapor deposition (PVD) system at the Bureau of Engraving and Printing's (BEP) facilities in Washington D.C. (DCF) and Western Currency Facility (WCF). The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with a Firm Fixed Price (FFP) structure, covering five ordering periods.

• Product: UHP Cr targets, 16x131x402mm, with 99.6% minimum purity.

• Specifications: Tolerances for dimensions are +/- 0.2mm for 16mm, -0.2mm for 131mm, and -0.3mm for 402mm.

• Deliverables: 24 chromium targets per facility per year, or a total of 120 targets over five years. Deliverables are due within 12 weeks of contract award for the first ordering period, and within one year of contract award for subsequent ordering periods.

• Documentation: Certificates of Analysis (COA) for chemical composition and samples for independent chemical analysis and size/tolerance evaluation are required.

• Contract Type: Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: Five ordering periods, starting upon contract award.

• Minimum Quantity: 12 SETS guaranteed.

• Maximum Quantity: Not to exceed 120 SETS in aggregate over five years.

• Offer Due Date: February 5, 2026, at 3:30 PM ET.

• Technical Submission: Submission of COAs by February 5, 2026. A sample of the chrome target material (>10mm square) is also required within 3 weeks of COA acceptance.

• Price Submission: A firm fixed price for the equipment, with a full cost breakdown. Prices should be rounded to the nearest whole cent, and final extensions to the nearest whole dollar.

• Evaluation Criteria: Award will be made on the basis of the lowest evaluated price quote that meets the acceptability standards for technical factors (LPTA - Lowest Priced Technically Acceptable). Technical acceptability means the quote clearly meets the minimum requirements of the solicitation.
