Scope of Work
The contractor will provide comprehensive services including preventative maintenance, corrective maintenance, emergency service, troubleshooting, repair, and operator training for the specified equipment. Key deliverables include annual and quarterly inspections, a minimum one-year parts and labor warranty for all repairs, and a yearly system performance report. The scope also covers furnishing all minor and major repair labor and materials, including lubricants, filters, piping, and electrical devices. The Sussman boiler requires annual disassembly and cleaning. Services will be performed at HML, 331 Fort Johnson Rd., Charleston, SC 29412, typically Monday through Friday, 0700 to 1630, excluding Federal Holidays, with emergency services as needed.

Special Requirements
Offerors must provide the RFQ number, company details, SAM UEI, a statement of agreement with terms, acknowledgment of amendments, and a narrative of past experience and technical capability. A site visit is strongly encouraged and may be conducted from April 20 – April 24, 2026. Contractors must be registered in the SAM database and adhere to NOAA's Sexual Assault and Sexual Harassment Prevention and Response Policy. Technicians must be factory-trained, qualified, and demonstrate competency with autoclaves and steam boilers. All on-site employees must be U.S. citizens or legal aliens, undergo security investigations, and comply with the facility's Environmental Management System (EMS). Emergency response requires a callback within one hour and an estimated time of arrival. Technicians must be trained in various safety protocols.
