This revision updates the wage rates and fringe benefits for various occupations in South Carolina, specifically for the counties of Berkeley, Charleston, and Dorchester.

This document provides updated wage and fringe benefit information that must be adhered to for contracts subject to the Service Contract Act in the specified geographic area. Bidders should consult this document to ensure their proposals reflect the current minimum wage and benefit requirements for covered service employees.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items, prepared in accordance with FAR Part 12. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Lab (HML) in Charleston, SC, requires annual and quarterly inspection, preventative maintenance, and repair of two (2) Primus autoclaves and one (1) Sussman Steam Boiler. This is the only solicitation; no separate written solicitation will be issued.

• Annual and quarterly inspection, preventative maintenance, and repair of two (2) Primus autoclaves and one (1) Sussman Steam Boiler.

• Services to be performed at Hollings Marine Laboratory (HML), 331 Fort Johnson Rd., Charleston, SC 29412.

• Work must be in accordance with the attached Statement of Work (SOW).

• Contract Type: Firm-fixed-price.

• Period of Performance: One (1) base year and four (4) optional years.

• Evaluation Criteria: Lowest Price Technically Available (LPTA).

• Quotes must remain valid for 60 days from the date of issue.

• Anticipated Award Date: June 05, 2026.

• Questions Deadline: April 28, 2026, by 12:00 pm. Eastern (submit in writing to Randall.Chatfield@noaa.gov).

• This RFQ is 100% set aside for Small Businesses.

• NAICS Code: 811210, Electronic and Precision Equipment Repair and Maintenance.

• Size Standard: $34.0 million.

• Offerors must provide: RFQ number, Name, Address, Telephone Number, SAM UEI, statement of agreement with terms, acknowledgment of amendments (SF-30), and a narrative of past experience and technical capability statement.

• A site visit is strongly encouraged and may be conducted from April 20 – April 24, 2026, between 9:00 AM and 3:00 PM. Contact Richard Sparkman for scheduling.

• Contractors must be registered in the SAM database.

• Contract award will require adherence to NOAA's Sexual Assault and Sexual Harassment Prevention and Response Policy.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain services for annual and quarterly inspection, preventative maintenance, and repair of two (2) Primus autoclaves and one (1) Sussman Steam Boiler located at the Hollings Marine Laboratory (HML). The goal is to ensure fully functional equipment that operates with minimal failure, supporting critical sterilizing operations and protecting scientific research.

• Provide preventative maintenance, corrective maintenance, emergency service, troubleshooting, repair, and operator training for the specified autoclaves and steam boiler.

• Perform annual and quarterly inspections and preventative maintenance.

• Provide a minimum of one-year parts and labor warranty for all repairs.

• Respond to emergency calls within four (4) hours during the Government's normal work day.

• Provide a yearly system performance report.

• Furnish all minor and major repair labor and material, including lubricants, filters, piping, electrical devices, travel expenses, tools, and test equipment.

• The Sussman boiler will be disassembled and cleaned annually.

• Provide factory-authorized training classes on the systems for HML maintenance staff.

• The Period of Performance will be a base plus four option years.

• Location: Hollings Marine Laboratory, 331 Fort Johnson Road, Charleston, SC 29412.

• Work hours are typically Monday through Friday, 0700 to 1630, excluding Federal Holidays, except for emergency services.

• Contractor must demonstrate competency and experience with autoclaves and steam boilers, including their management/automation systems.

• Technicians must be factory-trained and qualified.

• All on-site employees must be U.S. citizens or legal aliens and undergo security investigations.

• Contractor must comply with the facility's Environmental Management System (EMS).

• Emergency response requires a callback within one hour of notification and an estimated time of arrival.

• Technicians must be trained in lockout/tag out, electrical safety, hazardous communications, personal protective equipment, fall protection, and have passed a respiratory examination.

• Specific equipment includes two (2) Primus sterilizers (s/n 15750 & 15837) and one (1) Sussman Steam Boiler (s/n ESM 1191838).
