• Optional Item #1 (Casa Loma Recreation Residences): Demolition and off-site disposal of two recreation residences (Dyer Residence and Del Toro Residence) and associated infrastructure, followed by site restoration.

• Optional Item #2 (Lake Marvin Structures): Demolition and off-site disposal of the Lake Marvin recreation building area and eight cabins, including concrete slabs, stone chimneys, concrete walls, stairs, sewer works, copper wiring, and other metal components. Site restoration is also required.

• The primary work site is at 701 Sandia Crest Rd, Sandia Park, NM 87047, approximately 45 miles from Albuquerque.

• Optional Item #1 sites are on the Sandia District of the Cibola National Forest off NFSR 189A.

• Optional Item #2 site is near Canadian, TX.

• Waste Management: All demolition debris, including asbestos-containing material and lead-based paint, must be removed and disposed of at an approved off-site licensed waste management facility in accordance with EPA, OSHA, DOT, federal, state, and local regulations.

• Site Restoration: Disturbed areas must be restored to a natural state through grading and, where necessary, imported soil.

• Security: The recreational facility will be closed to the public during demolition. Temporary site enclosure fencing is required.

• Environmental Protection: Compliance with applicable EPA, federal, state, and local regulations, including NESHAP for asbestos control.

• Noxious Weed Control: Demolition equipment must be cleaned to prevent the spread of noxious weeds.

• Deliverables: Project Work Plan (including Health & Safety Plan and Traffic Control Plan), and a Final Demolition Completion Report.

• Occupational Safety & Health: All work must comply with OSHA regulations.

Wage Determination

• Executive Orders:
  • EO 13706 (Paid Sick Leave): Contractors must provide employees with 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually. This leave can be used for personal illness, injury, health-related needs, or to assist family members.
  • EO 13658 (Minimum Wage): For contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed or extended after January 30, 2022), covered workers must be paid at least $13.30 per hour (or the applicable wage rate on this determination, if higher) for work performed in 2025. This rate is adjusted annually.
• Benefits:
  • Health & Welfare: $5.55 per hour (or $222.00 per week / $962.00 per month).
  • Health & Welfare (EO 13706): $5.09 per hour (or $203.60 per week / $882.27 per month).
• Vacation: 2 weeks paid vacation after 1 year of service, 3 weeks after 10 years, and 4 weeks after 15 years.
• Holidays: A minimum of eleven paid holidays per year.
• Hazardous Pay: An 8% differential applies to positions with a high degree of hazard (ordnance, explosives, etc.), and a 4% differential applies to positions with a low degree of hazard.
• Uniform Allowance: Contractors must provide uniforms or reimburse employees for their cost, including maintenance (cleaning). A weekly reimbursement of $3.35 is acceptable for standard uniforms.
