Scope of Work

This solicitation is for LAMINATED CLOTH, described as CLOTH, LAMINATED, FIRE & WEATHER RESISTANT, WATERPROOF, 50" W X 50/65 YDS LG, 17.1/19.8 MIN/MAX OZ/SQ YD, POLYVINYLCHLORIDE LAMINATED, BLUE #25102 IAW FED STD 595. Key requirements include:

• Flame Resistance: Must be flame resistant per NFPA 701 (Small or Large Scale Test).
• Marking: Cloth must be marked "FR" in approximately 1" black, bold font (e.g., MS Arial) every 24" along the entire length. Labeling must be 0.3" to 3" from the edges.
• Specifications: Material must meet A-A-55308 TY-I, CLASS-1, FM-1 specifications.
• Prohibited Substances: Hardware or supplies furnished shall not contain mercury or compounds.
• Packaging: Standard commercial preservation & packaging is required.
• Deliverables: A Certificate of Compliance (COC) is required for each lot of material shipped (Data Item No. A001, DI-MISC-81356A), to be attached in Wide Area Workflow (WAWF).

• Base Access: Compliance with Defense Biometric Identification System (DBIDS) for base access is required. All deliveries must pass through the base Truck Inspection Station.

Submission & Evaluation

• Offer Due Date: February 10, 2026, at 03:00 PM (Pacific Time, 23:00 UTC).
• Submission: Electronic submission of quotes is available through SAM.gov. However, a signed and completed solicitation must be submitted via email to William.M.Moriwaki@dla.mil to be deemed responsive. Offers will also be submitted electronically via Wide Area Work Flow (WAWF).
• Required Information: Bidders must provide contractor info/cage code (Page 1 BLK 17a), POC (Section A. A1 – 1), quote (Section B), Lead Time/Delivery Date (Section F), Manufacturer’s Name/Address/Country (Section K. K21), and check applicable boxes for 52.204-24 (d)(1) and (2) and 52.209-11 (b)(1) and (2). Page 1, box 28 must be read, and boxes 30 a, b, and c must be signed.
• Evaluation Factors: Proposals will be evaluated based on Technical, Price, and Past Performance. Past performance will be assessed using the Supplier Performance Risk System (SPRS) and internal sources.
• Award: The Government reserves the right to make a single award.
