Quick Summary

The U.S. Department of Education's Institute of Education Sciences (IES) has issued a Sources Sought / Request for Information (RFI) to identify qualified vendors for Cloud Hosting, System Administration, and Website Support and Development. This effort supports IES's web operations, primarily hosting survey collection and dissemination websites within an existing Amazon Web Services (AWS) virtual data center. Responses are due by April 7, 2026.

Scope of Work

IES seeks services encompassing:

  • AWS Cloud Services: Providing cost-effective AWS hosting in GovCloud-West and US-East, ensuring high availability (99.9%), rapid recovery, and compliance with federal IT security (FISMA, FedRAMP). This includes managing existing AWS accounts and technical documentation for accreditation.
  • System Operations and Security Support: Managing the IES virtual data center in AWS, including VPCs, servers, backups, and security policies. Support covers various OS (Windows Server, Linux) and applications (SQL Server, IIS, Drupal), ensuring compliance with federal regulations (FISMA, NIST, OMB).
  • Website Administration and Development: Supporting approximately 40 websites and 400 databases, including troubleshooting, migration, user management, and load balancing. Development involves .NET, .NET Core, Classic ASP, and Drupal, with a focus on Section 508 compliance and the IES Digital Modernization project.
  • Software Support: Providing and managing licenses for a wide range of software, including AWS services, Microsoft products, Linux, Drupal, and various analytical and security tools.

  • Set-Aside: Total Small Business Set-Aside (FAR 19.5)
  • Response Due: April 7, 2026, 12:00 PM ET

Information Requested

Vendors are asked to provide:

  • Description of prior experience in AWS cloud hosting, systems operations, website administration/development, and software support.

  • Assessment of PWS detail for pricing and identification of missing information.
  • Indication of whether required services are available on existing ED contracts or GSA Schedules, including contract numbers and business size status.

Special Requirements (for future task order)
