Quick Summary

The Department of Education's Institute of Education Sciences (IES) has issued a Sources Sought / Request for Information (RFI) for Cloud Hosting, System Administration, and Website Support and Development. IES seeks market research for a new task order to support its web operations, currently hosted in Amazon Web Services (AWS). This is a Total Small Business Set-Aside. Responses are due April 7, 2026, by 12:00 PM ET.

Purpose & Scope

IES plans to award a task order for cloud hosting, system administration, and website support and development. The primary function is to host survey collection and dissemination websites, including web servers, database servers, web applications, and development environments within its AWS virtual data center. The objective is to acquire services for AWS Infrastructure-as-a-Service (IaaS), system operations and security support, and website administration and development.

Key Requirements

  • AWS Cloud Services: Provide cost-effective AWS hosting in GovCloud-West and US-East, meeting federal IT security requirements (FISMA, FedRAMP), ensuring high availability (99.9%), and rapid recovery.
  • System Operations & Security: Offer off-site support for managing the IES virtual data center, maintaining various operating systems (Windows, Linux) and applications (SQL Server, IIS, Drupal), and ensuring compliance with federal regulations (FISMA, NIST, OMB).
  • Website Administration & Development: Support approximately 40 websites and 400 databases, including troubleshooting, migration, user management, and development in .NET, Classic ASP, and Drupal, ensuring Section 508 compliance.
  • Staffing: All proposed staff must be U.S. citizens, eligible for High-Risk Public Trust positions, with mandatory background investigations.

Information Requested

Vendors are asked to provide:

  • Description of prior experience in AWS cloud hosting, systems operations, website administration/development, and software support.
  • Feedback on the draft Performance Work Statement (PWS), including clarity, missing information for proposals, concerns about contract type (FFP vs. Cost Reimbursement), timeline issues, or material errors.
  • Assessment of PWS detail for pricing.
  • Indication of whether required services are available on existing ED contracts or GSA Schedules, including contract numbers and business size.
