This Request for Quotations (RFQ) is for a Water Treatment System Maintenance contract at the Chief of Mission Residence (CMR) compound, U.S. Embassy, Djibouti. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• The contract requires preventive maintenance and testing services for the Domestic (Potable) Water Treatment System at the CMR Compound.

• Services include providing chemicals, monitoring performance, reporting results, preserving interior waterside of piping and equipment, reducing operating costs, and ensuring proper operation of water treatment equipment.

• The contract will involve joint responsibilities between embassy facility management staff and the water treatment vendor.

• Specific tasks include routine testing, technical analysis of results, site visits (three times per year), and providing chemicals with at least a one-year shelf life.

• The contractor must establish minimum and maximum control ranges for treatment chemicals.

• Familiarization training (32 hours annually) in English and French is required.

• Acceptability will be assessed by offeror's compliance with RFQ terms, including technical information.

• Responsibility will be determined by analyzing compliance with FAR 9.1 (financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, facilities, and eligibility).

• The acquisition is UNRESTRICTED.

• Offerors must be registered in the SAM (System for Award Management) database prior to submittal.

• Failure to be registered in SAM may deem the offeror non-responsible.

• A pre-quotation conference and site visit will be held on February 12, 2026, at 10:00 a.m. at the CMR compound.

• Prospective offerors must contact procurement department by COB February 10, 2026, to arrange entry for the conference and site visit.

• Required submission documents include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM registration.

• Repair options and emergency service rates are requested but are not included under this agreement and will be billed separately.

• Specific maintenance tasks are detailed in Attachment A (Performance Work Statement), including quarterly and annual checks for various system components (RO systems, pumps, water softeners, filters, chlorine feeders, etc.).

• Laboratory analysis of water quality parameters is required quarterly.

• Offerors must be registered in the System for Award Management (SAM) database prior to submission.

• A pre-quotation conference and site visit will be held on February 5, 2026, at 10:00 a.m. at the CMR compound. Attendees must be registered by COB February 3, 2026.

• Required documents for quotation submission include: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM registration.

• Submitted quotations must be valid for at least four months from Government receipt.

• Repairs are NOT included under this agreement and will be handled via separate purchase orders.

• Emergency Service is NOT included but rates are requested.
