Quick Summary

The Department of the Navy, specifically NAVSUP FLT LOG CTR SAN DIEGO, is soliciting proposals for Aviation Fleet Transition Support for Commander, Naval Air Forces (CNAP/CNAL) and Commander, Patrol and Reconnaissance Group (CPRG). This opportunity, designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside, requires support for Navy Aviation transitions, capability upgrades, platform sundown, permanent duty station/home port changes, and unit establishment/disestablishment. Only SeaPort MAC holders are eligible to bid.

Scope of Work

The contractor will provide comprehensive support for the "man/train/equip" functions of CNAP, CNAL, and CPRG, ensuring operational readiness and smooth transitions for naval aviation forces. Key areas include:

  • Aircraft Transition & Planning: Assisting CNAP with Master Aviation Plan (MAP) development, analyzing transition requirements, manpower impacts, and costs for new aircraft, upgrades, and legacy platform sundown.
  • Maritime Patrol Reconnaissance Force (MPRF) Support: Supporting CPRG with the transition and sustainment of MPRF systems (e.g., P-8A, MQ-4C Triton), including manpower, aircraft, facilities, and infrastructure planning.
  • Readiness & Budget Support: Analyzing and supporting CNAP's Planning, Programming, Budgeting, and Execution (PPBE) process for the Flying Hour Program and related readiness accounts.
  • Aircraft Carrier & Infrastructure Support: Assisting CNAL with requirements definition and planning for CVN-78 class carriers, and supporting CNAL/CNAP with Military Construction (MILCON), Facilities Sustainment, Restoration, and Modernization (FSRM), basing strategies, and NEPA compliance.
  • Training: Developing and delivering annual Staff Requirements Officer Training on DoN acquisition, JCIDS, and PPBE.
