Scope of Work
The contractor will provide comprehensive support to CNAP, CNAL, and CPRG, focusing on "man/train/equip" functions to ensure naval aviation operational readiness. Key areas include:
- Type/Model/Series (T/M/S) Transition Support and Master Aviation Plan (MAP) development for CNAP.
- Maritime Patrol Reconnaissance Force (MPRF) Transition Support for CPRG, including manpower, aircraft, and infrastructure analysis.
- Readiness Requirements Support, assisting with the Planning, Programming, Budgeting, and Execution (PPBE) process for flying hour programs.
- Aircraft Carrier Requirements Support for CNAL, focusing on CVN-78 class introduction and deployment.
- Infrastructure Requirements Support, including Military Construction (MILCON), Facilities Sustainment, Restoration, and Modernization (FSRM), and NEPA compliance.
- Staff Requirements Officer Training, developing and delivering courses on DoN Acquisition, JCIDS, and PPBE. Deliverables include Monthly Financial & Status Reports, Trip Reports, MAP reports, Budget Documents, Conference Support Summaries, and various analytical reports/briefings, as detailed in the Contract Data Requirements Lists (CDRLs).
Contract Details
- Type: Task Order (Combination of Firm-Fixed-Price and Cost-Reimbursement CLINs) under the SeaPort NxG contract vehicle.
- Duration: A one-year base period, four one-year option periods, and a potential six-month extension.
- Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB).
- Place of Performance: Primarily on-site at CNAP HQ (San Diego, CA), CNAL HQ (Norfolk, VA), and CPRG HQ (Norfolk, VA). Routine travel to other locations, including OPNAV, Patuxent River, MD, and OCONUS, is anticipated.
- Staffing: Key personnel are designated as "Principal Analysts," requiring a minimum of ten years of experience and a bachelor's degree, with Naval Aviation experience highly desirable.
- Security: Secret security clearance is generally required, with Top Secret, SCI, and SAP clearances needed for specific tasks. NMCI/NIPR and SIPR access are mandatory.

- Eligibility: Only current SeaPort NxG contract holders are eligible to submit proposals and must provide their "D" contract number. Award will only be made to concerns eligible under the SDVOSB Program, and offerors must verify their SDVOSB certification in the Dynamic Small Business Search. Prime contractors must provide evidence of VETS-4212 compliance.
- Evaluation: A Tradeoff source selection process will be used, considering Technical, Past Performance, and Price. Technical and Past Performance are significantly more important than Price. Bidders must ensure their past performance is well-documented using the provided Past Performance Questionnaire.
- Pricing: Bidders must utilize the provided Excel pricing template, which outlines cost breakdowns for labor and Other Direct Costs (ODCs), particularly for travel and training.
