This amendment modifies the original solicitation (FA557526B0001) dated 06 April 2026.

Key changes include:

• Updates to Sections K and L of the solicitation.
• Extension of the Period of Performance (PoP) from 365 calendar days to 720 calendar days.
• The "Notice to Proceed" is now considered the contract award. An additional ten days will be added to the PoP for the submission of a Bank Letter of Guarantee.

• The contractor must request a "BCE Work Clearance Request" (AF Form 103) before starting work.
• Key personnel must be identified within ten (10) days of contract award.

• Welding & Fire Regulations require a permit obtained 10 days prior to work, with 24-hour advance notice.
• Security passes are required for all employees and vehicles working on base, with strict procedures for issuance and return.
• Specific Spanish classification certificates are required, with details on groups, subgroups, and categories related to construction activities and their associated average costs.
• Requirements for structural and tank manufacturers/installers, and control system specialists are detailed, including minimum years of experience and project examples.
• Bid opening will be conducted at 496th Contracting Flight's Conference Room, Moron AB, Spain.
• Hand-carried proposals require advance coordination due to base access procedures.
• A site visit will be held for this requirement.
• Offerors must notify the Contract Specialist of any discrepancies or ambiguities within seven (7) calendar days of the IFB release date.

Sections A, B, F, H, K, and L have been affected by these modifications.

• The Period of Performance has been extended to 720 days.
• The deadline for submitting the Bank Letter of Guarantee has been clarified.
• Bid delivery instructions and volume organization remain as previously specified, with emphasis on hand-delivery in CD and paper copy format.

Solicitation / RFP / RFQ

This solicitation is for the construction of an 800,000-gallon elevated potable water storage tank at Moron Air Base, Spain. The estimated magnitude of this project is between $1,000,000 and $5,000,000 U.S. Dollars. The actual extent of work requirements will be governed by the specifications and drawings.

• Construction of an 800KGal elevated potable water storage tank.

• Project location: Moron Air Base, Spain.

• The work must comply with Spanish legislation for the execution of Government works.

• Spanish material, labor, and equipment shall be used whenever feasible.

• Contract Type: Firm Fixed Price.

• Period of Performance: 365 calendar days from the Notice to Proceed.

• Estimated Magnitude: $1,000,000 - $5,000,000 USD.

• Proposal Submission Deadline: 06 May 2026, 1200 hours local time.

• Bids must be submitted electronically in CD form with .pdf format files to the address in Block 7 of the SF 1442. A printed copy is recommended.

• Bids will be evaluated without discussions.

• Evaluation will be based on price and price-related factors to the lowest responsive bidder.

• Offerors must be registered and active in SAM.

• This solicitation is intended ONLY FOR LOCAL SOURCES. Local sources are defined as those normally resident, licensed, and registered to conduct construction business in Spain. Offers from non-local sources will not be considered.

• A pre-proposal conference and site visit will be held on 20 April 2026 at 1300 hours local time.

• Questions must be submitted via email no later than 27 April 2025.

• Funds are not presently available within USAFE to fund this project; bid acceptance period should be valid through 31 Dec 2025.

• The Government reserves the right to cancel this solicitation at any time.

• A Bank Letter of Guarantee is required within ten (10) calendar days after contract award.

  • Installation of all piping and valves as indicated in the drawings.

• Miscellaneous Works:
  • Provision of a control system for the new water tank.
  • Coordination of the existing control system with the new control system.
  • Repair of elements affected by the project execution.
  • Final cleaning.
  • Testing and adjustment of all installed equipment for proper functioning.
