Scope of Work
The contractor will provide an indoor live-fire range with a minimum of six lanes and a shooting distance of at least 25 yards, capable of tactical movement. A dedicated, limited-access air gun range and an integrated classroom (min. 32 students, A/V equipped) adjacent to the range are also required. The contractor must supply a qualified Range Safety Officer (RSO) for all live-fire range use, maintain the facility (including target systems and lead abatement), and ensure access to clean sanitary facilities. Services will support various CGA training programs, including permanent party qualification, CGSF qualification, 2/c and SWAB summer training, collegiate pistol/rifle team practice, Combat Arms courses, and DSF screener preparation. The Government will provide weapons, ammunition, targets, and ancillary training equipment.

Submission Requirements
Offerors must submit proposals and formal written quotes via email to Katherine.m.discenza@uscg.mil and Ashley.L.Perez@uscg.mil. Quotes must include a detailed cost breakdown (RSO, date/times, equipment rental, miscellaneous costs). A technical proposal, not exceeding 30 pages (12-point font), detailing the technical approach and methodology, is required. Key personnel identification, experience, qualifications, Department of Labor Classification, and wages must also be provided. Oral offers will not be accepted.
Evaluation Criteria
Award will be made to a responsive, responsible offeror whose offer is technically acceptable and whose past performance does not pose a risk. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, based on price and technical acceptance.
