Purpose & Scope
This Request for Quotations (RFQ) seeks to procure Operations and Maintenance (O&M) and Research, Development, Test & Evaluation (RDT&E) support for Collective Joint Training. The objective is to enhance the operational effectiveness of the joint force through concept-driven, threat-informed capabilities development, supporting globally integrated joint operations and increasing warfighter readiness.
Key support areas include:
- Event Planning & Execution: Design, planning, preparation, and execution for various joint training events, including Elite Constellation (EC) campaigns, Globally Integrated Exercises (GIE), and Multi-Combatant Command (MCC) Command Post Exercises (CPX).
- Joint Training System (JTS) & Joint Event Life Cycle (JELC) Support: Assistance across all phases, from requirements to assessment and analysis.
- Technology Integration: Exploration and incorporation of AI-driven tools, CJADC2, and advanced modeling and simulation (M&S).
- Functional Expertise: Providing specialized knowledge in Sustainment, Intelligence, Interagency, Ballistic Missile Defense (BMD)/Integrated Air Missile Defense (IAMD), Space Operations, Electromagnetic Warfare/Spectrum (EW/EMS), Information Environment (IE), and Orders Writing.
- Deliverables: An extensive list of reports, plans, documentation, and presentations are required throughout the contract.

Special Requirements & Notes
- Personnel Qualifications: Strict requirements for labor categories, experience, education, and security clearances. On-site personnel require a minimum Interim Secret or final Secret clearance, with many roles demanding TOP SECRET/SCI access. Other clearances include SAP, NC2-ESI, NATO, COMSEC, RD/FRD, CNWDI, and CUI.
- Security: Compliance with DoD 8140.03 for cybersecurity, OPSEC, and IA training is mandatory. Subcontractors requiring classified access need prior approval and a DD Form 254.
- Travel: Contractor personnel may be required to travel CONUS and OCONUS.
