Eligibility & Set-Aside

This Request for Quotations (RFQ) is NOT a small business set-aside. Offerors must be IDIQ awardees under the Seaport program.

Submission & Evaluation

The solicitation utilizes a two-step submission process with a "best-value trade-off" evaluation approach:

  • Step One Submission Deadline: April 22, 2026, 10:00 AM EST. This requires a two-page description of similar contract experience, a statement of DCAA-approved accounting systems, and the Seaport contract number.
  • Questions Deadline: April 29, 2026, 01:00 PM ET.
  • Final Quote Submission Deadline: May 27, 2026, 05:00 PM ET. Quotes must be valid for 150 days and submitted via email.
  • Evaluation Factors: Non-cost factors (Performance Approach and Past Performance) are more important than cost. Performance Approach must be rated "Acceptable" or better, and Past Performance requires a "Satisfactory Confidence" rating. Cost realism will be evaluated.
  • Required Forms: Offerors must use the provided Past Performance Information Form.

Security & Personnel Requirements

This opportunity has stringent security requirements. All on-site contractor personnel must possess a minimum of an Interim Secret or final Secret clearance, fully adjudicated, and be enrolled in Continuous Evaluation (CE). Access to Top Secret/SCI, SAP, NATO, NC2-ESI, and COMSEC information is required for various roles, necessitating specific investigation levels (e.g., SSBI) and approvals (e.g., ICD 704). Personnel will work in Government facilities, requiring CAC, NIPRNET, SIPRNET, and JWICS access. Routine remote work is not authorized; remote work is only permitted for exercises or conferences at alternate locations. Specific labor categories with defined experience, education, and security clearance requirements are detailed in the PWS.

Key Clarifications

Recent amendments clarify that education requirements for Expert Advisors are preferred and can be substituted with relevant experience. Junior support is allowed under senior/master level supervision. Surge staffing is included within the level of effort, with notice provided six months prior to surge operations. Mature operational AI capabilities are expected at award, with continuous integration throughout the period of performance.
