Scope of Work
The contractor will be responsible for procuring, delivering, and filling liquid nitrogen for both NIST-owned and rented tanks. Performance standards require continuous LN2 supply, with emergency fills completed within six hours, and immediate delivery confirmations including tank levels and Certificates of Analysis (COA). Telemetry units must provide NIST access to readings via a password-protected website. Specific purity and impurity levels for LN2 are defined for each campus, and vendor-proposed 5.0 specifications for impurities are not acceptable.

The award will be based on a Best Value determination, where non-price factors (Technical Approach, Experience, Past Performance) are considered more important than Price. Quotations must be clearly written, indexed, and logically assembled into four distinct volumes: Cover Letter, Technical Approach, Experience and Past Performance, Price Quotation, and Terms and Conditions.
