Scope of Work
The contractor will provide a turnkey renovation, furnishing all labor, materials, equipment, and services. The project is divided into two Contract Line Item Numbers (CLINs):
- CLIN 0001 (Building 1672): Prepare the facility for Command Post relocation, including construction, electrical, and HVAC modifications.
- CLIN 0002 (Building 1675): Convert a former Aqueous Film Forming Foam (AFFF) room into an NDI facility, involving interior demolition, construction, painting, electrical, mechanical, and plumbing work. All work must comply with federal, state, local codes, DoD standards, Unified Facilities Criteria (UFCs), and Unified Facilities Guide Specifications (UFGSs). A one-year warranty on workmanship is required.

Key Requirements & Clarifications

- Invoicing & Retainage: Contractors can submit one invoice per month, combining CLINs. 10% retainage will be withheld on construction invoices.
- Materials & Construction: New walls require 3 5/8" commercial metal studs with two layers of 5/8" sheet rock, R13-R19 insulation, and a minimum Level 3 finish below the drop ceiling. Doors must be solid wood with commercial grade brushed steel hardware, Stanley-Best compatible.
- HVAC & Fire Alarm: Contractor to provide optimal mini-split and ERV systems. Fire alarm modifications are limited to visual strobes; no design is required.
- Telecom: Contractor installs 3/4" rigid conduit, junction boxes, and pull lines (surface mounted).
- CMMC Certification: Not required for this project.
Submission & Evaluation
Offers must be valid for at least 60 calendar days. Performance and Payment Bonds are required. Evaluation will be based on best value to the Government, considering price, past performance, and technical review of proposed equipment, materials, labor, and project schedule.
