Purpose & Overview
This Sources Sought Notice is issued by MSC to gather information on the availability and pricing of a commercial oiler. The government is seeking to understand industry capabilities for a vessel that can provide extended term charter services. Responses will inform future acquisition strategies and will not be considered offers. The government will not reimburse costs incurred in preparing responses.
Vessel Requirements
MSC is seeking a U.S. flag, double hull commercial oiler with specific capabilities:
- Fuel Transfer: Two fuel delivery stations (port and starboard) capable of 2.5' hose transfer.
- Compliance: Must meet SOLAS/IMO/USCG regulations, comply with clean fuel requirements, and be SOLAS approved for non-coastwise voyages.
- Performance: Service speed of 15+ knots, capable of maintaining 15 knots SOA in Force 5 weather while laden.
- Dimensions: Maximum LOA 200m, beam 50m, draft 10m (fully laden).
- Capacity: Maximum DWT 45,000 MT, maximum displacement 50,000 MT, minimum cargo fuel capacity 3,000,000 gallons, capable of carrying F-76 or JP-5.
- Equipment: Crane with minimum 10-ton lifting capacity, capable of underway replenishment on both sides simultaneously, accommodations for 3 station underway replenishment and 15 super cargo riders.
- Operations: Able to perform cargo operations at anchorage (lightering).
- Pre-delivery: Three Fuel Stream rigs installed (2 port, 1 starboard) compliant with NAVSEA or ATP requirements.
