Sources Sought Notice

This document is a market research request from the Military Sealift Command (MSC) to gather information on the availability and pricing of a U.S. flag, double hull commercial oiler for an extended term charter. This is not a solicitation, and responses will not be considered an offer. The government is not committing to pay any costs incurred in preparing a response.

The government is seeking information on a vessel with the following minimum particulars:

• U.S. flag, double hull commercial oiler.

• Equipped with two (2) fuel delivery stations (one on port side, one on starboard side) capable of transferring fuel via a 2.5' hose.

• Must meet SOLAS/IMO/USCG regulations.

• Must have a service speed of 15+ knots.

• Must comply with requirements to burn clean fuels worldwide.

• Must be SOLAS approved for non-coastwise voyages.

• Maximum LOA: 200 meters.

• Maximum beam: 50 meters.

• Maximum draft: 10 meters (fully laden).

• Maximum DWT: 45,000 MT (re-measurement allowed at owner's expense).

• Maximum displacement: 50,000 MT.

• Minimum cargo fuel capacity: 3,000,000 gallons.

• Capable of carrying F-76 or JP-5 in any cargo tanks.

• Equipped with a crane with a minimum lifting capacity of 10 tons.

• Capable of conducting underway replenishment on both sides simultaneously.

• Accommodations for 3 station underway replenishment and 15 super cargo riders.

• Able to perform cargo operations at anchorage (lightering).

• Capable of maintaining a minimum Speed of Advance (SOA) of 15 knots in moderate weather (Force 5) while laden.

• Three (3) Fuel Stream rigs installed (2 port, 1 starboard) prior to delivery, compliant with NAVSEA or ATP requirements.

• Operating Area: Worldwide

• Delivery Port: Worldwide

• Redelivery Port: Worldwide

• Charter Period: One firm period (12 months) with three optional 12-month periods and one optional 11-month period.

• Laydays: Fiscal Year 2027

Interested parties are requested to provide:

• Company Information (Name, CAGE Code, POC, Small Business Status, Company History, Security Clearance).

• Vessel and Pricing Information (Vessel description, flag, estimated daily charter rate, estimated daily fuel consumption, estimated delivery/redelivery bonus, estimated cost and timeframe to install fuel delivery stations, earliest readiness date).

• Indicate if a foreign-flagged vessel will be re-flagged, including time and costs.

• Pre-survey response meeting: February 20, 2026, 1330 EST.

• Information submission deadline: March 04, 2026, 1400 EST.
