Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for refuse, recycling, and organic materials collection and disposal services for the U.S. Coast Guard Sector San Diego and Point Loma Senior Housing in San Diego, California.

• The contractor is responsible for providing all labor, supervision, vehicles, containers, equipment, materials, and supplies necessary for the collection, transportation, and disposal of solid waste, recyclable materials, and organic materials.

• Services are to be performed Monday through Friday, between 7:00 a.m. and 3:00 p.m., excluding Federal Government Holidays.

• The contractor shall provide and maintain specific types and quantities of containers at designated locations.

• Containers: Specific sizes and types of containers are required, including 3, 4, 6, and 25 cubic yard containers for food waste, cardboard, solid waste, and recyclables. Some containers require lock capabilities.

• Collection Frequency: Containers are to be serviced at varying frequencies, from daily to monthly, depending on location and type of material.

• Transportation & Disposal: All collected solid waste must be transported to a disposal site designated by the City of San Diego. All associated costs are the contractor's responsibility.

• Site Maintenance & Cleanup: The contractor must prevent spillage and clean up any spilled materials or litter in the vicinity of containers.

• Permits: The contractor must comply with all applicable Federal, State, and Local laws and obtain necessary permits and licenses.

• Container Maintenance: Containers must be maintained in functional condition, steam cleaned, and repainted as needed. Damaged containers must be repaired or replaced within specified timeframes at no cost to the Government.

• Equipment & Vehicles: All vehicles must be safe, clean, and comply with applicable regulations. Specific documentation (registration, insurance, driver's license) is required for vehicles operating on Sector San Diego.

• Employees: Employees must wear uniforms and badges.

• Prohibited Items: Use, possession, or sale of alcoholic beverages or illegal drugs by contractor personnel on duty is strictly prohibited.

• Services are for U.S. Coast Guard Sector San Diego (2710 North Harbor Drive) and Point Loma Senior Housing (2465 Cabrillo Rd), San Diego, CA.

• Hours of operation are Monday through Friday, 7:00 a.m. to 3:00 p.m.

• Compliance with all applicable laws and regulations.

• Contractor assumes full liability for any damages or claims resulting from operations.

• Government reserves the right to inspect vehicles and containers.

• Definitions for various terms related to waste management are provided.

• Optional CLIN: Seventy-two (72) Hour Notice Electronic Waste Collection.
