Purpose & Scope
NUWC is expanding Tactical Oceanography (TAC-O) prototyping efforts to improve the performance of existing USW systems by leveraging the ocean environment. The scope includes scientific and engineering prototype deliverables in areas such as oceanography, ocean acoustics, non-acoustics, USW system simulation, experimentation, prototype sensor/device development, systems engineering, operations research, and submarine tactics. Work may involve Unclassified/CUI, Secret, or TS/SCI security levels, as detailed in the three attached Statements of Work (SOWs).

- Eligibility: To be eligible, participants must satisfy at least one of the following criteria:
- A nontraditional defense contractor or nonprofit research institution participates significantly.
- All significant participants are small businesses or nontraditional defense contractors.
- At least one-third of the total project cost is paid by non-Federal Government sources.
Submission & Evaluation
The competitive process is structured in three phases:
- Phase 1 (Solution Briefs): Companies submit unclassified briefs detailing proposed solutions. Evaluation focuses on concept merit, technical merit, past performance, data rights, and facilities.
- Phase 2 (Pitches): Selected companies are invited to present their solutions. Evaluation considers relevance, technical merit, company viability, approach, cost estimate, production schedule, and data rights.
- Phase 3 (Prototype Project Awards): Companies awarded OTAs may submit project-specific proposals.
Deliverables include prototype algorithms, feasibility studies, analysis reports, ruggedized oceanographic sensors, and prototype operator interfaces/decision aids. Prototype projects may require Unclassified/CUI, Secret, or TS/SCI clearances, with associated compliance (NISPOM, CMMC, NIST SP 800-171, OPSEC). DD254s will be provided around April 3, 2026.
