Scope of Work
The CSO seeks solutions in areas such as oceanography, ocean acoustics, non-acoustics, USW system simulation, experimentation, prototype sensor and device development, systems engineering, operations research and analysis, and submarine tactics. Projects will involve research and development to improve existing USW systems, inform next-generation platforms, and enable the hybrid Fleet. Deliverables may include prototype algorithms, feasibility studies, analysis reports, ruggedized oceanographic sensors, and prototype operator interfaces/decision aids. Projects will be conducted under three potential security classifications: Unclassified/CUI, Secret, and TS/SCI, corresponding to SOWs 1, 2, and 3 respectively.
Eligibility & Submission
- Eligibility: To be eligible for an OTA, at least one of the following must be satisfied: a nontraditional defense contractor or nonprofit research institution participates significantly; all significant participants are small businesses or nontraditional defense contractors; or at least one-third of the total project cost is paid by non-Federal Government sources.
- Submission Process: This is a phased competitive process:
- Phase 1 (Solution Briefs): Companies submit briefs detailing proposed solutions. Evaluation considers concept merit, technical merit, past performance, data rights, and facilities. Solution Briefs must be unclassified.
- Phase 2 (Pitches): Selected companies present their solutions.
- Phase 3 (Prototype Project Awards): Companies awarded OTAs may submit project-specific proposals.
